Job Summary and Essential Functions
This position typically provides the performance, delegation and coordination of inspections of County roads, drainage systems and all phases of encroachment permits, review of plans and specifications; and must be able to deal courteously and professionally with coworkers and citizens.
ESSENTIAL JOB FUNCTIONS :
- Performs plan review submitted in connection with commercial, industrial and subdivision development for encroachment permit compliance.
- Performs interim, final and warranty inspections on site work, roadways and stormwater systems for compliance with regulations, standards and approved plans.
- Observes and inspects construction activities and projects for encroachment permit requirements.
- Handles the request and approval encroachments of signs, fences, mailbox kiosks and utilities for new projects and developments within the County.
- Attends and participates in County development planning meeting.
- Attends the department's safety committee meetings and leadsthe Roads & Bridges safety program.
- Helps maintain records of work orders, field operations and maintenance functions.
- Supports project coordination and assigns work orders to department staff
- Inspects projects and ensures work is performed in a safe and efficient manner.
- Assists County residents with questions, complaints and requests for service.
- Assists with implementing and coordinating research in the Register of Deeds with records of plats and deeds to identify drainage easements and right of ways in the field.
- Assists with requests of quoting and implementing the installation of requested driveways and piping in County maintained roads and drainage systems.
- Researches for new and inventive products or systems to further department's efficiency and performance to the public.
- Works as a departmental representative in the Berkeley County Emergency Operations Center.
- Complete all department accident reports, to include reporting and communication with our Safety & Risk Management departments.
- Performs other duties as assigned.

The employee must frequently lift and / or move up to ninety-five (95) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Work Conditions
The work is regularly performed in an environment with heavy equipment and machinery that could result in bodily harm to co-workers or others. Normal working hours are Monday through Wednesday from 6 : 30am until 4 : 30pm and Thursday from 6 : 30am until 4 : 00pm with the ability to work after hours when necessary. Scheduled hours / days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
