TITLE:  Deputy Superintendent of Instruction and Leadership Services 

 

REPORTS TO: Superintendent 

 

SUPERVISES: Administrators, Certificated and Classified Staff 

 

TERM: 261 Days 

 

SALARY: In accordance with Berkeley County Pay Scale according to degree level with years of experience with Deputy Superintendent index (0.6). 

 

FLSA: Exempt Employee 

 

OVERVIEW 

The Deputy Superintendent of Instruction and Leadership Services provides strategic leadership, direction, and advocacy for the district’s academic programs and student performance. This role oversees and manages the district’s school-level instructional offices, including Elementary and Secondary Education, Special Education, School Leadership, Pupil/Student Services, Federal Programs, Organizational Development & Student Learning Experiences, and Assessment and Accountability. 

 

The Deputy Superintendent is responsible for developing and monitoring accountability measures that guide and support teaching and learning initiatives while ensuring alignment with the Board of Education’s goals and the district’s strategic plan. A core priority of this role is improving student learning outcomes as measured by state and federal accountability standards, including raising proficiency in reading and math, expanding access to workforce development programs, and ensuring all students graduate college, career, or military enlistment ready. This position works collaboratively across departments to implement data-driven strategies that drive continuous improvement in academic achievement and post-graduation success. 

Additionally, the Deputy Superintendent partners with school leaders and educators to strengthen instructional practices and provide targeted support to schools. A critical aspect of this work is fostering school-family partnerships and ensuring clear, effective communication to support student success. By promoting transparency and collaboration between schools and families, the Deputy Superintendent enhances engagement that positively impacts academic performance and overall student achievement. 

 

The Deputy Superintendent also ensures system priorities are communicated effectively, fosters collaboration among departments to enhance consistency and effectiveness of programs, and aligns budgets to maximize resources for teaching and learning. Working under the direction of the Superintendent and in collaboration with senior leadership, the Deputy Superintendent provides organizational leadership to drive academic priorities, improve student outcomes, and meet the evolving needs of schools, educators, students, and families across the district. 

 

Minimum Qualifications & Preferred Experience 

  • Minimum of five (5) years of administrative, supervisory, and leadership experience, with Senior/Cabinet/Executive-level experience within a school district preferred. 
  • A minimum of a Master’s degree in Education, Educational Leadership, Curriculum & Instruction, or a related field is required. 
  • Demonstrated ability to collaborate effectively with district leadership, school administrators, and stakeholders to support the Superintendent’s vision and implement Board of Education policies. 
  • Proven written and oral communication skills necessary for maintaining strong relationships with school personnel, community partners, and external agencies. 
  • Documented experience managing and/or knowledge of key district operational areas, including instructional leadership, professional learning, accountability systems, and school improvement initiatives. 
  • Documented ability to lead and support data-driven decision-making to improve student achievement, instructional effectiveness, and school performance. 
  • Meet all West Virginia Code requirements and hold or be eligible for superintendent administrative certification.

  • Deep understanding of effective instructional programs, methodologies, and school improvement strategies. 
  • Expertise in educational program design, development, and implementation within a diverse school system. 
  • Ability to interpret and apply state and federal laws, policies, and regulations affecting public education. 
  • Thorough knowledge of national trends, accountability measures, and research-based best practices in curriculum, instruction, and assessment. 
  • Experience using data-driven decision-making to evaluate and improve programs, ensuring measurable student success. 
  • Knowledge of school accreditation and state/federal accountability standards, including performance measures in reading, math, and workforce readiness.

  • Ability to build and lead a highly functional instructional team, fostering collaboration across divisions to achieve district goals.

  • Expertise in designing, implementing, and evaluating data-driven professional learning programs for educators and administrators. 
  • Ability to ensure professional development is aligned with district priorities, educator needs, and student achievement goals. 
  • Experience in coaching, mentoring, and supporting school administrators and instructional leaders to improve teaching and learning. 
  • Commitment to continuous improvement, using reflective practices and feedback loops to refine professional development offerings. 

Communication & Community Engagement 

  • Exceptional oral and written communication skills, with the ability to engage multiple and diverse constituencies. 
  • Ability to interpret, analyze, and present complex data and accountability results in a clear and understandable manner to school personnel and the public. 
  • Ability to establish and maintain strong working relationships with students, staff, families, and the broader school community. 
  • Capacity to facilitate collaborative partnerships with parents, community organizations, businesses, and higher education institutions to enhance student opportunities.

PERFORMANCE RESPONSIBLITIES: 

 

Leadership & Strategic Planning 

  • Manage all functions and services within the Instruction Department, ensuring alignment with district priorities and established goals. 
  • Provide leadership to support the district’s academic performance strategy while ensuring all administrators function as an integrated team. 
  • Foster a student-focused, results-oriented work environment that prioritizes student learning and performance. 
  • Provide direct assistance to the Superintendent in strategic planning, implementation, and monitoring of district initiatives. 
  • Serve as a member of the Superintendent’s Cabinet and Senior Leadership Team, participating in district-wide planning, development, and evaluation. 
  • Support the Deputy Superintendent for Operations and the Treasurer in the development and execution of the district’s Strategic Operations and Business Plan. 

Instruction, Accountability & School Improvement 

  • Lead the planning, development, implementation, and evaluation of all academic programs and instructional services. 
  • Oversee the offices of Elementary and Secondary Education, Special Education, School Leadership, Student Services, Federal Programs, Organizational Development and Student Learning Experiences, and Assessment and Accountability. 
  • Ensure a comprehensive system of accountability, data analysis, and performance monitoring to improve student learning outcomes in reading, math, and workforce readiness. 
  • Coordinate efforts to meet state and federal accountability standards, ensuring all students graduate college, career, or military enlistment ready. 
  • Supervise and support instructional leaders to ensure high-quality teaching, learning, and leadership across all schools. 
  • Provide guidance and solutions to administrators and parents for problem-solving and student support. 
  • Monitor and communicate trends, benchmarks, and comparative data related to curriculum, instruction, and student achievement. 
  • Support school improvement initiatives and ensure resources are aligned to meet individual school needs. 

Educator & Leadership Development 

  • Oversee the design, implementation, and evaluation of a comprehensive, data-driven professional learning system for teachers, administrators, and staff. 
  • Ensure professional development is responsive to educator needs, aligned with district priorities, and focused on measurable improvements in instruction and leadership. 
  • Implement reflective practices, feedback loops, and outcome-based assessments to continuously refine and enhance professional learning experiences. 
  • Support the development of school leadership training programs to strengthen instructional leadership at all levels. 
  • Provide coaching, mentoring, and targeted support to school administrators and instructional leaders to drive continuous improvement. 
  • Establish a culture of ongoing professional growth, ensuring that educators and leaders have access to high-quality training, mentorship, and career development opportunities. 
  • Align professional learning experiences with student achievement data, ensuring that instructional strategies directly impact classroom outcomes. 

Community & Family Engagement 

  • Promote strong school-family partnerships by improving communication and accessibility of district initiatives. 
  • Ensure schools actively engage parents as partners in student learning and success. 
  • Support the development of family and community education programs that enhance student well-being and academic achievement. 
  • Strengthen collaboration with community organizations, businesses, and higher education institutions to expand learning opportunities for students. 

Compliance, Budgeting & Administrative Oversight 

  • Ensure compliance with all local, state, and federal laws, regulations, and policies affecting the school district. 
  • Assist the Superintendent in the selection of district and school-based administrators. 
  • Prepare and oversee the budget for instructional divisions, ensuring efficient and effective use of resources. 
  • Supervise assigned personnel, promote professional growth, conduct performance appraisals, and make recommendations for employment actions. 
  • Assist the Superintendent with school board relations, including developing agendas, preparing reports, and maintaining effective communication. 
  • Prepare or oversee all required reports and maintain appropriate records. 

Other Duties 

  • Serve as the Superintendent’s designee or representative for civic and professional engagements at the local, state, and national levels. 
  • Lead crisis management and problem-solving efforts related to instructional services. 
  • Recommend and implement solutions for complex district issues related to instruction and leadership. 
  • Assist in the day-to-day operations of the school district and act in the absence of the Superintendent when requested. 
  • Perform other duties as assigned by the Superintendent.
