OVERVIEW:
The Executive Director of Organizational Development and Student Learning Experiences provides leadership and direction to enhance curriculum development, professional learning, and student support initiatives across Berkeley County Schools. This role ensures instructional excellence and continuous improvement in teaching and learning by overseeing district-wide professional development, student services, restorative justice as recognized by West Virginia code and State Board of Education policies, and curriculum consultation.
The Executive Director ensures that educational policies, instructional practices, and student support services effectively meet the diverse needs of all learners, including those in general and special education, alternative education, and adult learning programs. This position supports all staff in developing the knowledge and tools necessary to help every student succeed, regardless of background or circumstances. By integrating key learning principles into professional development, curriculum planning, and student services, this role strengthens the district’s commitment to fostering a learning environment where all students can thrive.
Additionally, the Executive Director leads cross-functional efforts to implement innovative learning models, enhance school attendance, close achievement gaps, and drive systemic school improvement. Working closely with district leaders, the Executive Director ensures that initiatives are developed and executed with fidelity, supporting pathways for all students, including school choice and homeschooling options.
MINIMUM QUALIFICATIONS AND PREFERRED EXPERIENCE:
- Meet all West Virginia Code requirements and hold or be eligible for administrative certification.
- Master's degree required.
- Minimum of five (5) years of school-based or district administrative, supervisory, and leadership experience coordinating in curriculum, instruction, and professional development resulting in evidence of increased student achievement preferred.
- Demonstrated ability to collaborate effectively with district leadership, school administrators, and stakeholders to support the Superintendent’s vision and implement Board of Education policies.
- Documented ability to lead and support data-driven decision-making to improve student achievement, instructional effectiveness, and school performance.
- Experience with strategic planning, leading large scale organizational change and evidence of professional development work around meeting the needs of all students.
- Demonstrate experience analyzing training needs, data analysis, designing research-based staff development, implementing high-quality training, and assessing the levels of effectiveness of staff development.
- Strong background in the area of curriculum, instruction and professional development planning preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
Instructional & Organizational Knowledge
- Deep understanding of curriculum development, instructional design, assessment practices, and professional learning.
- Expertise in Multi-Tiered Systems of Support (MTSS), intervention strategies, school improvement frameworks, and student engagement practices.
- Knowledge of attendance intervention strategies, truancy prevention models, and dropout prevention initiatives.
- Understanding of behavioral health frameworks, social-emotional learning (SEL), mental health resources, and crisis intervention strategies.
- Proficiency in data analysis, performance monitoring, and program evaluation to drive continuous school improvement.
- Knowledge of local, state, and federal education laws, policies, and compliance requirements related to curriculum, instruction, student services, and professional development.
- Familiarity with budget management, resource allocation, and grant funding for instructional and student support programs.
Leadership & Management Skills
- Proven ability to lead cross-departmental teams and manage curriculum, professional learning, student services, and behavioral health initiatives.
- Strong skills in strategic planning, program development, and data-driven decision-making.
- Ability to coach and support principals, administrators, and educators in implementing best practices for instruction, student services, attendance intervention, and behavioral health.
- Skilled in managing organizational change, stakeholder collaboration, and professional development programming.

Professional Learning & Staff Development
- Knowledge of adult learning principles, coaching models, and evidence-based training methods.
- Ability to develop and implement professional learning programs for teachers, administrators, counselors, and student support staff.
- Expertise in designing training on instructional practices, intervention strategies, student engagement, and leadership development.
- Skilled in evaluating professional learning effectiveness and making data-informed improvements.

PERFORMANCE RESPONSIBILITIES:
Leadership & Strategic Planning
- Develops and implements district-wide educational strategies that align with the Strategic Plan and enhance student achievement.
- Advises the Superintendent and School Board on key departmental matters.
- Collaborates with the other departments within the Division of Instruciton and Leadership Services to ensure curriculum, instruction, and professional growth opportunities for district staff support all students, including those in general, special, and alternative education regardless of background circumstances.
- Leads data-driven decision-making to evaluate and improve instructional and student support services.
Professional Learning & Staff Development
- Designs and oversees short- and long-term professional learning plans that align with the district’s Strategic Plan.
- Develops and delivers professional learning opportunities for educators, administrators, counselors, and student support staff to enhance curriculum, instruction, virtual learning, student services, attendance, and behavioral health initiatives.
- Implements evidence-based training programs that improve instructional effectiveness, student engagement, and school climate.
- Evaluates the effectiveness of professional learning programs through data analysis and continuous improvement strategies.
Educator & Leadership Development
- Identifies, reviews, and implements research-based instructional programs, intervention strategies, and leadership development initiatives.
- Provides guidance and support to principals and district leaders in fostering effective school climates, fair discipline practices, and student success initiatives.
- Coaches and supports school and district leadership in Multi-Tiered Systems of Support (MTSS), attendance intervention, behavioral health strategies, and virtual learning best practices.
Compliance, Budgeting & Administrative Oversight
- Ensures compliance with local, state, and federal laws, regulations, and policies affecting curriculum, professional development, student services, and virtual learning.
- Oversees personnel within assigned departments, promotes professional growth, conducts performance evaluations, and makes employment recommendations.
- Prepares and oversees required reports, compliance documentation, and district-wide data tracking related to instructional programs, student support services, and professional learning.
- Manages budgeting and resource allocation for programs related to curriculum, student services, and professional development.
- Identifies, supports, and monitors strategies for closing achievement gaps, improving attendance, and enhancing student well-being.
Other Duties
- Recommends and implements solutions to complex district issues related to instruction, professional learning, student services, attendance, and behavioral health.
- At the direction of the Superintendent or Deputy Superintendent, attend all board of education meetings.
- Ability to work frequent nights, weekends, and holidays, as required.
- Performs other duties as assigned by the Superintendent.
