TITLE: Executive Director of Pupil Services

 

REPORTS TO: Deputy Superintendent of Instruction and Leadership Services 

 

SUPERVISES: Administrators, Certificated and Classified Staff 

 

TERM: 261 Days 

 

SALARY: In accordance with Berkeley County Pay Scale according to degree level with years of experience with Executive Director index. 

 

FLSA: Exempt Employee 

 

OVERVIEW: 

The Executive Director of Pupil Services provides strategic leadership in ensuring all students have equal access to educational opportunities by identifying and addressing barriers to learning. This role oversees the development and implementation of programs aligned with WV Policy 4373 and Berkeley County Schools’ strategic plan, focusing on student attendance, discipline, alternative education, and overall school climate. 

 

Additionally, the Executive Director ensures Title IX compliance, overseeing policies, investigations, and training initiatives to promote a safe, supportive, and nondiscriminatory learning environment. Working collaboratively with district leadership, school administrators, families, and community partners, this position advances student success through data-driven decision-making, professional development, and proactive intervention strategies. 

 

By integrating student services, behavioral supports, and community resources, the Executive Director plays a key role in fostering a positive, welcoming, and high-achieving school environment for all students. 

 

Minimum Qualifications & Preferred Experience 

  • Meet all West Virginia Code requirements and hold or be eligible for Administrative Certification and Student Support Certification, required 
  • Master's degree required 
  • Minimum of five (5) years of school-based or district administrative, supervisory, and leadership experience. 
  • Demonstrated ability to collaborate effectively with district leadership, school administrators, and stakeholders to support the Superintendent’s vision and implement Board of Education policies. 
  • Documented ability to lead and support data-driven decision-making to improve student achievement and student supports leading to school-wide improvement. 
  • Experience with strategic planning, leading large scale organizational change and evidence of professional development work around meeting the needs of all students.  
  • Demonstrate experience analyzing training needs, data analysis, designing research-based staff development, implementing high-quality training, and assessing the levels of effectiveness of staff development.  
  • Strong experience and understanding of West Virginia State Board Policy 4373 (Expected Behavior in Safe and Supportive Schools). 
  • Experience in leading school and district-based investigations. 

KNOWLEDGE, SKILLS AND ABILITIES: 

Instructional & Organizational Knowledge 

  • Knowledge of WV State Codes, West Virginia Board of Education Policies (WVDE), and Berkeley County Schools (BCS) Policies related to pupil services, student discipline, alternative education, and attendance. 
  • Expertise in dropout prevention, alternative education, homebound instruction, juvenile justice programs, and truancy intervention strategies to improve student outcomes. 
  • Understanding of Safe and Supportive Schools initiatives, school climate, student discipline policies (BCS JGG and WV Policy 4373), and Title IX compliance. 
  • Strong knowledge of program evaluation, statistical data analysis, and decision-making based on attendance, behavior, and student success metrics. 
  • Proficiency in budget development and resource allocation to ensure operational efficiency across pupil services programs. 
  • Knowledge of community engagement strategies, including collaboration with external agencies, businesses, and parent organizations to support student success. 

Leadership & Management Skills 

  • Ability to develop and implement district-wide strategic plans for pupil services, ensuring alignment with educational policies and best practices. 
  • Experience in leading, supervising, and providing professional development for administrators, educators, and support staff on student services, compliance, and discipline procedures. 
  • Ability to build and maintain collaborative relationships with school administrators, district leaders, law enforcement, legal counsel, and community organizations. 
  • Skilled in crisis response, conflict resolution, and mediation to address student and parent concerns effectively. 
  • Strong decision-making skills in handling student discipline cases, hearings, and appeals, ensuring adherence to policies and student rights. 

Compliance & Accountability 

  • Extensive knowledge of Title IX regulations, including the ability to develop, implement, and monitor compliance programs to prevent and address discrimination, harassment, and misconduct. 
  • Ability to conduct investigations, manage documentation, and oversee reporting related to Title IX, student behavior, and disciplinary actions. 
  • Experience in monitoring program compliance with federal, state, and district policies, including oversight of Safe and Supportive Schools initiatives. 
  • Ability to interpret and apply student services policies and procedures while ensuring fair and consistent implementation across the district. 

Professional Learning & Staff Development 

  • Ability to develop and deliver professional learning opportunities for district staff, school leaders, and students on pupil services topics, including student discipline, and Title IX compliance. 
  • Knowledge of adult learning principles for staff training, training program design, and implementation of staff development initiatives related to student support services. 

Communication & Community Engagement 

  • Strong oral and written communication skills to engage educators, students, parents, community stakeholders, and external agencies. 
  • Ability to promote parent involvement and build partnerships with businesses, organizations, and community leaders to support student success. 
  • Experience in facilitating resolution of parent and citizen concerns, grievances, and appeals in collaboration with school administrators through a customer service philosophy. 

Other Requirements 

  • Proficiency in data analysis tools, including Excel, Access, and statistical reporting systems, to evaluate student attendance, discipline, and program effectiveness. 
  • Ability to assess program needs, set measurable goals, and track progress using data-driven decision-making methods. 
  • Strong problem-solving, organizational, and time-management skills, with the ability to oversee multiple programs and initiatives simultaneously.  

PERFORMANCE RESPONSIBILITES: 

Leadership & Strategic Planning 

  • Provides district-wide leadership in the development, implementation, and oversight of pupil services programs, ensuring alignment with WV State Codes, WVDE Policies, and Berkeley County Schools (BCS) policies. 
  • Develops and implements strategic initiatives for improving student attendance, dropout prevention, alternative education, student discipline, and school climate. 
  • Advises the Superintendent and Board of Education on key pupil services matters, including student safety, school discipline trends, truancy intervention, and Title IX compliance. 
  • Uses data analysis and program evaluation to assess student achievement, attendance, behavior, and overall program effectiveness, providing annual progress reports to district leadership. 
  • Collaborates with district administrators, school principals, and external agencies to ensure student support services meet the evolving needs of the district. 

Student Support & Program Oversight 

  • Oversees and manages the district’s alternative education programs, ensuring compliance with WV Policy 4373 and providing academic and behavioral interventions for at-risk students. 
  • Directs the district’s attendance and truancy prevention efforts, including the development of early intervention strategies, homebound services, and partnerships with juvenile justice programs. 
  • Leads and monitors Safe and Supportive Schools initiatives, including student discipline hearings, transportation discipline, and school climate improvement strategies. 
  • Supervises and ensures the effective operation of homebound instruction and student employment (work permit) services. 
  • Serves as the district’s liaison to community organizations and agencies that provide support services for students and families, including social services, law enforcement, and mental health providers. 
  • Coordinates Title IX compliance efforts, including investigations, training, policy updates, and reporting to ensure adherence to federal and state regulations. 

Compliance, Budgeting & Administrative Oversight 

  • Ensures the district’s pupil services policies and procedures comply with all federal, state, and local laws and regulations related to student discipline, special education services, and alternative education. 
  • Monitors and enforces Title IX compliance, conducting investigations and overseeing staff and student training on harassment and discrimination policies. 
  • Oversees the resolution of parent concerns, grievances, and disciplinary appeals, working collaboratively with school administrators and legal counsel. 
  • Supervises assigned personnel within the Pupil Services Department, promoting professional growth, conducting evaluations, and making recommendations for employment decisions. 
  • Develops and manages the pupil services budget, ensuring efficient use of resources to support student success initiatives. 

Professional Learning & Staff Development 

  • Designs and implements district-wide professional development for administrators, teachers, and staff on student support services, discipline policies, attendance strategies, and Title IX compliance. 
  • Provides training to school-based staff on best practices for dropout prevention, alternative education, and behavioral interventions. 
  • Works with school administrators to support professional learning opportunities that enhance school climate, student engagement, and family involvement. 

Community & Family Engagement 

  • Builds strong partnerships with families, community organizations, businesses, and higher education institutions to expand student support services. 
  • Develops and leads parent engagement initiatives, including workshops and resources that promote student attendance, school success, and positive behavior strategies. 
  • Represents the district at regional and state-level meetings on pupil services, school safety, and student well-being. 

Other Duties 

  • Keeps abreast of emerging research, legislation, and best practices related to pupil services and student support programs. 
  • At the direction of the Superintendent or Deputy Superintendent, attend all board of education meetings.   
  • Ability to work frequent nights, weekends, and holidays, as required 
  • Performs other duties as assigned by the Superintendent or Deputy Superintendent to support district priorities.
