What are the responsibilities and job description for the Berks County School Districts Health Trust Executive Director position at Berks County Intermediate Unit?
- Serve as the Privacy Officer of the Trust.
- Advise the Co-Chairs and Board of Trustees on issues of Trust policy.
- Advise the Co-Chairs and Board of Trustees on all issues that come before the Executive Board and Trust Board.
- Coordinate the preparation of agendas for regular and special meetings of the Executive Committee and Board of Trustees.
- Prepare draft agendas for the Executive Committee and Board for review and approval by the Co-Chairs.
- Assist in the preparation of the Annual Report of the Trustees.
- Serve as BCSDHT’s agent, spokesperson, and representative to vendors.
- Work with the Trust consultant to oversee and ensure compliance of the Trust’s benefit with various health plan requirements and filings, including but not limited to Form 990, RxDC reporting, Gag Clause Attestation, and Affordable Care Act reporting.
- Serve as the point of contact for the Plan’s annual audit.
- Work with the Trust’s actuary, accounting firm, and attorney on all matters related to the Trust.
- Establish and maintain regular communication channels and open information-sharing among Trust members and contracted entities.
- Deliver presentations to members on Trust benefits, including the services provided in conjunction with St. Luke’s, both on-site at schools and virtually.
- Work with the Trust consultant to educate members on available plan benefits and programs offered by the Trust.
- Provide non-member school entities with information on the value of BCSDHT membership and the process for joining.
- Work with the Trust’s benefits consultant to identify and implement cost-effective initiatives that enhance healthcare services for members at least annually.
- Review and evaluate vendors and/or vendor programs to identify opportunities for added value and cost savings within the Trust’s health plan.
- Work with the Trust consultant to oversee vendor compliance and maintain strong vendor relationships.
- Participate in monthly meetings with the St. Luke’s administrator overseeing the dedicated health centers, in conjunction with the Trust’s benefits consultant, to address questions, resolve issues, and plan new initiatives as directed by the Executive Committee.
- Research and evaluate alternative medical cost-saving models and report findings / results to the Executive / Full Board.
- Work with the Trust’s benefits consultant and actuary to develop initiatives that provide value to members while controlling costs.
- Present information about the Trust to school boards, superintendents, and other groups upon request, including its budget, projected rate increase, and efforts to control rate increases.
- Assist in elevating and resolving member insurance issues in collaboration with the Trust’s insurance carriers.
- Minimum of five years of senior leadership experience in healthcare, employee benefits, or a related field, OR executive leadership in an organization with fiscal oversight and direct engagement with a governing board.
- Graduate or professional degree preferred.
- Proven financial acumen with experience in budget management and business contract administration.
- Exceptional communication, negotiation, and decision-making skills.

The Berks County School Districts Health Trust seeks a dynamic individual with integrity, visionary leadership, superior communication skills, and outstanding administrative ability to serve as Executive Director. The Trust comprises fifteen (15) Berks County school districts, the Berks County Intermediate Unit (BCIU), two (2) career and technology centers, Pine Grove Area School District, and the Berks EIT Bureau. The Health Trust directly funds all medical claims for its members and dependents.2/20/2025
The Executive Director will work with the Trustees to contain costs while maintaining quality health insurance for all members and driving innovative solutions in healthcare delivery. This is a part-time position with a tentative start date of July 1, 2025. However, if the selected candidate is available sooner, a transition period with the current Executive Director may be arranged.
The desired candidate must have experience leading initiatives to improve healthcare access, cost-efficiency, and member satisfaction.
