Job Description

BHE GT&S has an exciting opportunity as an Environmental Specialist 2 / Environmental Specialist 3 / Sr Environmental Specialist at our headquarters in Glen Allen, VA.

Responsibilities

Environmental Specialist 2 :

Coordinates and ensures company programs and projects are in compliance with federal state and local environmental regulations and areas of concern.

Promotes corporate environmental policy by educating and assisting employees to seek innovative ways to ensure operational environmental compliance.

Coordinates environmental permitting activities for company facilities.

Develops and conducts environmental compliance training.

Inspects and provides advice on operations construction procedures records and training.

Ensures compliance with environment requirements prescribed by laws regulations company policies and company procedures.

Provides regulatory interpretations for new and existing environmental regulations.

Coordinates and develops compliance plans for implementing regulatory changes.

Prepares and coordinates reports and registration information to required regulatory agencies.

Conducts analyses prepares position papers and prepares compliance manuals on regulatory issues.

Environmental Specialist 3 :

Independently develops implements coordinates and oversees complex air and water quality programs and projects which relate to company compliance with federal state and local environmental regulations.

Analyzes complex air or water quality meteorological groundwater or toxicological data from monitoring sites in the system and provides assessment reports of potential problem areas that have probable impact to the company.

Writes and edits detailed scientific reports suitable for submission to regulatory agencies that evaluate long-term results from various system-wide quality programs.

Coordinates complex environmental permitting activities for company facilities and operations.

Provides regulatory and scientific expertise advice guidance and interpretation to company personnel which ensures or improves compliance with all air quality water quality solid and hazardous waste and toxic substance regulations at company facilities.

Prepares and submits correspondence reports and testimonies to environmental regulatory agencies.

Independently develops implements coordinates and oversees complex air and water quality programs and projects which relate to company compliance with federal state and local environmental regulations.

Analyzes complex air or water quality meteorological groundwater or toxicological data from monitoring sites in the system and provides assessment reports of potential problem areas that have probable impact to the company.

Participates in developing new regulations from proposal to promulgation.

Develops and conducts environmental compliance training.

Inspects and advises on operations construction procedures records and training to ensure compliance with environment requirements prescribed in laws regulations company policies and company procedures.

Uses electronic databases to analyze and monitor company compliance with regulatory requirements.

Sr Environmental Specialist :

The Sr. Environmental Specialist independently provides subject matter expertise in the area of water quality; rare, threatened and endangered species, cultural resources, environmental justice, and National Environmental Policy Act (NEPA) review of Federal Energy Regulatory Commission (FERC) regulated natural gas projects. The position would advise the Company on environmental matters as it relates to regulatory compliance with applicable federal, state, and local requirements of various projects.

Provides expert technical support to the Company to ensure compliance with environmental regulations and compliance with corporate policy. This includes reviewing proposed projects for required permitting and licensing and developing strategies to ensure projects are designed to comply with various local, state and federal environmental regulations.

Leads coordination of environmental clearances for linear natural gas and facility expansion projects by managing a team of environmental consultants from inception to permit close-out.

Analyzes environmental regulation changes that may impact the company and advise on strategies to adjust internal policy to ensure compliance.

Mentors junior staff on interpreting and implementing environmental regulations.

Develops internal department policy to ensure changes in regulatory landscape are incorporated into guidance documents and compliance programs.

Represents company at various industry trade groups and committees.

Develops and conducts environmental compliance training.

Preferred Qualifications :

Relevant experience in the natural gas or linear utility industry in the following areas :

  • Endangered Species Act, Section 7 Formal / Informal Consultations;
  • Environmental Justice review of projects;
  • Section 404 and 401 Clean Water Act Permitting;
  • Section 106 National Historic Preservation Act Consultations;
  • Federal Energy Regulatory Commission Section 7 filings;

National Environmental Policy Act review ; and

State natural resource permitting and consultations in South Carolina, Virginia, West Virginia, Ohio, Pennsylvania, Maryland, and / or New York.

Qualifications

Environmental Specialist 2 :

3-4 years relevant experience.

Good working knowledge of federal, state, and local environmental regulations specific to the work location.

Good working knowledge of environmental operating permits and regulations specific to the work site, if responsible for contracted assets.

Logic and reasoning skills, to identify strengths and weaknesses of alternatives, conclusions, or approaches.

Respectful assertiveness, to ensure environmental compliance requirements are met by others, while considering the spirit and letter of the law.

Excellent interpersonal skills, to interface with internal stakeholders effectively.

Ability to give full attention to others, to take time understanding the points being made, and to ask questions.

Ability to influence others.

Ability to embrace collaborative problem solving.

At least 5-7 years relevant experience.
