Position Summary
The Safety & Training Manager works under the supervision of the Assistant General Manager and is responsible for the overall safety culture of our public transit operation. Some duties include regular safety meetings and positive employee contacts, as well as establishing and promoting a culture of a safe, healthy, and accident-free transit operations. Additionally, the Safety & Training Manager is responsible for the development and active management of BTM’s compliance with safety goals and Operator service standards established by federal, state, Company, and Authority policy. This position conducts a variety of progressively complex duties related to employee training, building and workplace inspection, safety compliance management, including FTA safety programs and any associated procedures, policies, or other activities. This position is subject to drug and alcohol testing, including random testing, under Federal Transit Administration (FTA) drug and alcohol regulations. This position directly supervises zero (0) employees.
Essential Functions
- Provides effective direction, supervision, leadership, and oversight to BTM employees, consultants, and contractors to develop, implement and monitor safety programs including ongoing compliance with the BRTA Public Transit Agency Safety Plan, FTA Drug and Alcohol compliance program, Company-defined employee trainings, and independent safety-related building inspections or projects as assigned.
- Delivers and documents post-accident or as needed/refresher training in compliance with FMCSA Entry-Level Driver Training (EDLT) standards.
- Conducts hazard identification, risk assessment, and root cause analysis as required and for all reported safety concerns, accidents, and workplace injuries – including customer injuries.
- Advises General Manager concerning all safety matters. Makes recommendations to managers and supervisors for proactive compliance with OSHA, EPA, USDOT as well as other federal, state, local and organizational regulations.
- Directs, delivers, and documents quarterly employee safety meetings with all employee groups. Review meeting materials and topics with executive management with the goal of increasing overall employee safety, decreasing preventable accident occurrences, and eliminating employee or customer injuries.
- Responsible for all safety related activities in compliance with BRTA’s Public Transportation Agency Safety Plan (PTASP) including all functions of the BRTA Safety Committee and annual review of the PTASP. Advises the Safety Committee, incorporating represented and non-represented employees in any departments, impacted by the hazard identification and reduction project efforts.
- Responsible for written analysis of incidents and vehicle or personnel accidents, including National Transit Database Safety S&S-50 (monthly) and S&S-40 (Major) event summaries as required.
- Assists the Assistant General Manager with customer non-compliance issues related to the BRTA Customer Code of Conduct including investigation of employee reports, documentation management, and processing of law enforcement actions when required.
- Directs and coordinates the security, health, and safety systems within Company facilities while working with internal staff, local law enforcement, and other safety-focused agencies to ensure collaboration in any emergencies that may arise.
- Directs and manages the Company’s online Safety Data Sheet (SDS) chemical inventory, as well as annual Tier 2 EPA compliance submissions with the Purchasing Manager and Director of Maintenance.
- Represent Berkshire Transit Management, Inc and Berkshire Regional Transit Authority in a professional and positive light to the community continually.
- Demonstrate punctuality and reliability through regular attendance.
- Participate in rotating on-call obligations, if required.
Non-Essential Functions
- Attend training as scheduled by the department supervisor and/or Assistant General Manager.
- Complete other duties as assigned by the General Manager, if required.
Qualifications
- At a minimum, the successful applicant must be able to demonstrate at least 1-3 years' experience in a supervisory, transportation, or customer service environment with escalating duties.
- Preferably, the successful candidate will demonstrate a history of conceptual organizational planning, conflict management, problem-solving, leadership, and multi-tasking abilities.
Position Requirements
- Demonstrate knowledge of transportation services including employee and maintenance operational requirements, qualities, and typical activities especially those related to employee safety and training.
- Demonstrate knowledge and experience in the development and/or implementation of safety training programs including employee performance, root cause analysis, and other risk-reduction measures.
- Demonstrate excellent verbal and written communication skills, such as an ability for public speaking.
- Demonstrate knowledge and experience using the Microsoft Office suite or products including Excel, Access, Word, PowerPoint, and Outlook with the ability to learn and implement industry specific software and technologies.
- Have reliable transportation both to and from the work location.
- Be eligible for coverage under Berkshire Transit Management, Inc.’s vehicle liability insurance policy for duration of employment.
- Pass a pre-employment DOT drug and alcohol test
- Pass a pre-employment DOT physical and then maintain a valid DOT medical certification.
- Demonstrate an ability to think critically about issues while developing creative and compliant solutions.
- Demonstrate the ability to explain complex concepts to others in a digestible format when needed; deliver reports and other presentations as required, deliver complex or simple trainings in an engaging and effective manner.
- Demonstrate critical thinking skills; produce solutions to organizational or departmental issues as needed.
- Demonstrate the ability to prioritize projects, multitask, and maintain a high quality of work either independently or in a team environment.
- Demonstrate an ability to analyze organizational or individual performance problems, evaluate alternative solutions, and to initiate programs so that issues may be addressed effectively.
Licensing
- At minimum, candidates must either obtain or maintain a CDL Class A or B with Air Brakes and Passenger endorsements. Applicants are not required to apply with a CDL or CDL permit. CDL permit and license training is available for unlicensed applicants currently holding a Class D license.
- Possess, or be able to obtain and maintain, a valid Bus Operators License issued by the Massachusetts Department of Public Utilities (DPU), reimbursable.
- Possess, or be able to obtain and maintain, an OSHA 30-hour General Industry Training Certification
Medical Requirements
This position must meet the medical qualifications for commercial driver’s licensing and are required to obtain and maintain a valid DOT Medical Card as a condition of future and continued employment. This medical exam is provided by a physician registered with the USDOT (Department of Transportation) at no cost to the applicant, after an offer for employment has been offered and accepted. BTM does not accept Medical Cards obtained while employed elsewhere. Therefore, all newly hired employees in this position must successfully complete a DOT Medical Card physical as part of the employment process requirements.
This job position is not unionized; however, this position may directly or indirectly supervise unionized employees, as required.
Hours of Work, Scheduling and Rate of Pay
This position is full-time employment. Full-time supervisors, managers, and department directors work at least 40 hours per week. Work shifts may include mornings, evenings, weekdays, and weekends as needed or as described elsewhere in this description. Pay is disbursed weekly.
