Captain (Corrections) will direct, manage, supervise, and coordinate assigned programs and activities within a designated unit of a detention/corrections system to assume custodial responsibilities of an adult municipal facility, ensure enforcement of applicable policies, procedures, and regulations, and provide highly responsible and complex administration support for assigned unit. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.DUTIES AND RESPONSIBILITIES 1. Assume management responsibility for services and activities of the assigned unit. 2. Manage and assume custodial responsibilities at an adult municipal facility other than the state used for the confinement of persons charged or convicted of a violation of a law or ordinance. 3. Supervise inmate population, maintain security and order, prevent escapes, physically restraining violent residents and pursue residents on foot if necessary, ensure the safety of inmates and staff. Captains may be required to maintain specific certifications and obtain specific training, such as restraint training, and have knowledge of correction techniques. 4. Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures to include responding to emergencies and conducting welfare checks of the units under their command. 5. Monitor facility operations to ensure compliance with security and safety requirements; recommend disciplinary action as appropriate. 6. Plan, direct, coordinate and review the work plan for assigned staff; assign work activities, projects and programs; review and evaluate work production, methods and procedures; meet with staff to identify and resolve problems. 7. Initiate, receive, review and direct the processing of a variety of reports and records including corrections, investigations, control plans and activities. 8. Document, report and serve legal actions and documents to appropriate parties; maintain, review and record according to type of incident; file and distribute; determine reports that require investigation by Internal Affairs and coordinate the investigation through to conclusion. 9. Monitor the serving of subpoenas to department employees; testify in court and administrative proceedings on a variety of areas relative to assigned area of responsibility. 10. May assist in responding to and reporting grievances, appeals, and EEOC complaints; schedule witnesses and present information at personnel board hearings. 11. Participate in the development and administration of the division's annual budget and in the forecasting of funds needed for staffing and operations. 12. Serve as liaison to other divisions, departments, elected officials and outside agencies; coordinate assigned activities with those of other divisions, departments and outside agencies and organizations. Negotiate and resolve sensitive and controversial issues. 13. Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence; provide responsible staff assistance to assigned supervisor. 14. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of corrections, criminology, social work or related fields. 15. Respond to and resolve difficult and sensitive citizen inquires and complaints. 16. MINIMUM QUALIFICATIONS Bachelor’s Degree in Criminal Justice, Social Science, Public Administration, Business Administration, or a related field, and six (6) years of work experience in a corrections/detention facility with increasingly responsible work in a management position, plus two (2) years experience as a Lieutenant in a corrections/detention facility. Any equivalent combination related to education and/or experience may be considered for the above requirements. ADDITIONAL REQUIREMENTS The offer of this Bernalillo County position requires compliance with the following: 1. Employee must successfully complete the post-offer employment medical examination and background investigation. 2. Employee must comply with the safety guidelines of the County. 3. Employee must complete required FEMA training(s) as assigned to position. 4. Employee must complete required Supervisor classes if applicable. 5. Employee must have a valid New Mexico driver’s license by employment date and maintain a valid NM driver’s license while employed in this position. WORKING CONDITIONS 1. The majority of essential duties are performed indoors in a temperature-controlled environment. 2. Outdoor duties are sometimes required in performance of essential duties and worker is exposed to natural weather conditions while performing outdoor duties. 3. Worker may be exposed to intermittent noise and vibration, a variety of fumes and odors, contagious diseases and potentially hostile and dangerous situations. 4. Indoor working surface is even and may be carpeted or tiled. 5. Indoor surfaces are typically dry and may involve the use of stairs. 6. Outdoor surface may be even or uneven and may be wet or dry. 7. Outdoor duties may involve the use of stairs or ladders and may be performed on inclines or hills. 8. Outdoor surfaces may include natural ground, asphalt, or concrete. 9. Worker may perform duties alone, both with and without directions from supervisor or as part of a select team. 10. Work hazards include high stress level of job and driving a vehicle. EQUIPMENT, TOOLS AND MATERIALS 1. Equipment typically used to perform administrative duties include the telephone, computer, telefax machine, photocopy machine, pager and two-way radio. 2. Utilizes security equipment, restraint equipment, and mace as necessary, and weapons based on assignment. 3. Utilizes first aide equipment, oxygen, fire extinguishers and other safety equipment on an as needed basis. 4. Materials and products typically handled in the performance of administrative duties include a wide variety of forms and paperwork, reports, various writing utensils and a wide assortment of other basic office supplies and materials. 5. Operates a County vehicle as required.
