Elections Manager will coordinate daily functions and operations of the Bureau of Elections, supervise staff, assist with planning and coordinating all elections, to include voting machine equipment and supplies. Lead election operations section, manage the voting machine warehouse, and direct the functional operation of the voter registration section. Supervise training of personnel in related areas. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.DUTIES AND RESPONSIBILITIES 1. Assists the Bureau of Elections Administrator with the coordination and oversight of the functions and activities related to the conduct of elections as assigned and monitored by the BOE Administrator. 2. Assists the Bureau of Elections Administrator with reviewing the State Election Code and Federal Voting Rights Compliance Act to ensure proper procedures are followed by the County. Assist in preparing instructions on the conduct of elections for election officials. 3. Responsible for polling locations and ensure election personnel are sufficient in number and are properly trained. 4. May supervises election staff in maintenance of voter file, voter registration activities, recruitment and assignment of poll workers, voter list maintenance, absentee and early voting activities. 5. Oversee the preparation of lists of registered voters, absentee voters, election officials, polling places and voter signature rosters. 6. Assure that voting machine technicians are trained in the programming and maintenance of the various types of voting machines used by the County. Coordinate an on-going maintenance program of all machines. 7. Responsible for the initial preparation, to include layout, format, and design, of all relevant information regarding ballots. 8. Oversees the mail out and return of all absentee, Federal, military overseas, and United States ballots. Ensures that new voter registration ID cards, purges, changes, deceased status, deletions are properly administered. 9. Plans and coordinates training sessions for all poll officials and technicians and ensures they are certified to program, test, seal, and conduct all maintenance of voting machines. Assists with the selection and recruitment of individuals to become poll officials for elections, absentee and early voting elections and boards. Ensures staff are trained for election day registration. 10. Assists with programming, certification of voting machines, ballot box procedures, election procedures, poll workers and poll place contacts; 11. Responsible for the transportation of voting machines to and from voting places, to include damage control; responsible for warehouse security. 12. Assists county officials and members of the general public in researching voting information data and documents; responds to incoming calls directed to management; and manages and responds to messages via memo, letter, e-mail, and telephone. 13. Ensures compliance with all of the State of New Mexico Election Handbook and Federal Voting Rights Act; ensures proper procedures are followed by the County; oversees the mail out and return of all absentee, Federal, military overseas, and United States ballots; ensures that new voter registration ID cards, purges, changes, deceased status, deletions, felon's notices are properly administered. 14. ADDITIONAL REQUIREMENTS The offer of this Bernalillo County position requires compliance with the following: 1. Employee must successfully complete the post-offer employment medical examination and background investigation. 2. Employee must comply with the safety guidelines of the County. 3. Employee must complete required FEMA training(s) as assigned to position. 4. Employee must possess and maintain a New Mexico driver’s license. WORKING CONDITIONS 1. Work is done primarily indoors on a flat, hard surface under climate controlled conditions. Subject to outdoor weather conditions during troubleshooting on election day or other occasions when required to correct voting machine problems. 2. Work is done primarily alone with minimum supervision. 3. County vehicle is used on an as needed basis. EQUIPMENT, TOOLS AND MATERIALS 1. Equipment typically used in the performance of duties include photocopy machines, facsimile machine, computer, telephone, and calculator. 2. Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
