The classification is responsible for overseeing the day-to-day operations of a program within a division or department. The classification will supervise, train, monitor and provide assistance with a team(s) of employees to ensure that everyone is working towards the same goals and objectives within the assigned program. The classification may assist with budgetary or fiscal activities, policy writing, data collection, adherence to federal, state, local guidelines, and reporting of program activities to management. May collaborate with internal and external stakeholders in the administration of program interests. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.

POSITION SUMMARY FUNCTIONAL AREA : BEHAVIORAL HEALTH

Program Supervisor will direct the following areas of service : training and education programs for DWI offenders, detoxification treatment, transition programs and inmate service programs offered through the department.

DUTIES AND RESPONSIBILITIES

1. Supervise and direct the work of staff assigned to specific area of responsibility; participate in the interview, selection, evaluation, and discipline of staff.

2. Train assigned staff in specific areas of work.

3. Develops, implements, and supervises assigned community programs to include policy writing, data collection and report writing.

4. Assist with the development and monitoring of program timelines and budgets to ensure that programs are in compliance with federal, state, and local guidelines.

5. Upon assignment, ensure that all safety protocols are always followed.

6. Supervise a team of employees who oversee their programs within the larger framework of the organization's goals.

7. Establishing relationships with internal and external stakeholders to ensure that they meet program deadlines and requirements are meet. Attend meetings that are in the best interest of the program.

8. Monitor and report the progress of the program, including meeting with leadership to discuss any problems or issues that may arise, provide process improvement recommendations.

9. Assigning tasks to staff members, prioritizing projects, and overseeing the progress of work on site

10. Incumbent(s) in this classification may handle sensitive and / or confidential records, plans, documents, or decisions that require maintaining confidentiality of sensitive information.

11. Any one position may not include all duties listed. However, the allocation of positions will be determined by the amount of time spent performing the essential duties listed above.

12. Perform other job-related duties as required or assigned.

DUTIES AND RESPONSIBILITIES FUNCTIONAL AREA

BEHAVIORAL HEALTH

1. Develop, implement, and evaluate treatment services curriculum for specific areas of responsibility, coordinate efforts with other services.

2. Plan, direct, and participate in evaluation counseling or other DWI / detox education and treatment efforts; recommend modifications to programs to improve services and results and coordinate operations of assigned area of responsibility.

3. Supervise and direct the work of staff assigned to specific area of responsibility; participate in the interview, selection, evaluation, and discipline of staff. May supervise scheduling of contractual staff.

4. Train assigned staff in specific areas of work including educational training and development methods, procedures, and techniques.

5. Oversee the referral of support services as needed, such as medical and psychological evaluation and treatment.

6. Serve as a liaison between the hospitals, community, courts, outreach, and criminal justice agencies.

7. Oversee the maintenance of case files and records for area of assignment.

8. Prepare, research, and develop written reports and presentations regarding area of responsibility.

9. Provide staff assistance to supervisor in budget planning and management, development and implementation of goals, objectives, and priorities.

10. Attend and participate in professional group meetings and stay abreast of current practices and new trends relative to position.

MINIMUM QUALIFICATIONS

High School Diploma or GED, and seven (7) years of work experience in social work, counseling, case management, addiction treatment, or related field, plus (1) year in a supervisory role. Any equivalent combination of related education and / or experience may be considered for the above requirements.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following :

1. Employee must successfully complete the post-offer employment medical examination and background investigation.

2. Employee must comply with the safety guidelines of the County.

3. Employee must complete required FEMA training(s) as assigned to position.

4. Employee must complete required Supervisor classes if applicable.

5. Depending on assignment, some positions in this classification may require possession of a valid New Mexico driver's license by employment date and maintain while employed in this position.

6. Depending on assignment and pursuant to the criminal history screening for Caregivers Act, Section 29-17-1 through Section 29-17-5 NMSA 1978, new hires at the Behavioral Health Services facility will be required to complete a caregiver criminal history screening for all caregivers. Conviction of a disqualifying condition is cause for termination or sufficient reason not to hire if applicant has a disqualifying condition on their record at time of application.

WORKING CONDITIONS

1. Work is typically performed in an indoor office environment, but occasionally requires travel to other locations.

2. Work environments may include noise, dust and / or unpleasant odors, and may occasionally require work in confined spaces.

3. Occasional evening, holiday and / or weekend work may be required.

4. Work hazards or potential work hazards include those of a detoxification facility environment with exposure to noise and dangerous situations that could involve serious bodily injury and other health hazards.

5. May potentially work alone with or without directions. May work within a group at times and / or with a select team at times.

6. May perform above-mentioned functions at any of the facilities within the Department of Behavioral Health Services. This may include shift and program reassignment. Flexible work hours required.

EQUIPMENT, TOOLS AND MATERIALS

1. Equipment typically used in the performance of duties includes telephone, computer, photocopy machine and calculator.

2. Materials and products handled while performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.

3. May handle first aid and oxygen equipment on an occasional basis.
