Property Assessment Coordinator will coordinate and maintain all protests filed, schedule formal hearings, and secure protest files. Maintain copies of change orders from the appraisal department, court orders, and board decisions. Ensure protests are handled consistently with statutory requirements and deadlines met.
Property Assessment Coordinator will perform property tax exemption examination and verification for non-government exemptions as required by the New Mexico Constitution, State Statute, and Administrative Rules and Regulations. Examine and verify non-government property tax exemption applications and records for charitable, educational, and religious organizations to ensure accuracy and compliance with New Mexico State Statutes and Regulations.DUTIES AND RESPONSIBILITIES The Duties and Responsibilities are dependent on the section assigned: 1. Quality check the appraisal data entry, checking for correctness and accuracy of values for amended assessment values. 2. Competence to communicate and work effectively with staff, and public. 3. Assist public, government agencies and others in resolving questions. 4. Coordinate and manage the protest process each year in conjunction with the office of the Assessor. 5. Analyze unit or department operation practices and performance standards to create new systems or revise procedures. 6. Responsible for examining and verifying non-government property tax exemption applications and records for charitable, educational and religious organizations to ensure accuracy and compliance with New Mexico State Statutes and Regulations. 7. Responsible for answering requests for information concerning eligibility for property tax exemptions and make recommendations for a field inspection prior to determining eligibility 8. Responsible for maintaining copies of change orders from the appraisal department, court orders, and board decisions. 9. Responsible for ensuring that protests are handled consistently with statutory requirements and deadlines. 10. Responsible for maintaining accurate records of audit activity. 11. Developing and implement auditing guidelines and procedures to be followed. 12. Establish a program for systematic and regular evaluations of exemption eligibility. 13. Supervise and direct the work of clerical support staff, and assists management staff by coordinating administrative services. 14. May assist in other areas of appraisal review. 15. MINIMUM QUALIFICATIONS Bachelor’s Degree in Business Administration, Public Administration, Accounting, or related field, and two (2) years of directly related experience in protest hearings, supervision of staff, ad valorem assessment, appraisal, real estate, or overall department administration. Any equivalent combination of related education and/or experience may be considered for the above requirements. ADDITIONAL REQUIREMENTS The offer of this Bernalillo County position requires compliance with the following: 1. Employee must successfully complete the post-offer employment medical examination and background investigation. 2. Employee must comply with the safety guidelines of the County. 3. Employee must complete required FEMA training(s) as assigned to position. 4. Employee must complete required Supervisor classes if applicable. WORKING CONDITIONS 1. Duties are performed 50% indoor, and 50% outdoors which entails exposure to extremes of weather conditions. 2. Indoor duties are performed in a temperature-controlled environment on an even carpeted or tiled surface. 3. Outdoor duties may be performed on both even and uneven surfaces that may be wet or dry. Surfaces may be inclined or flat, and range from natural undisturbed soil to gravel, asphalt, or concrete. 4. May perform duties alone or as part of a group. 5. Work hazards or potential work hazards include, exposure to noise, vibration, dust, exhaust fumes, mists, and severe weather conditions; driving of vehicles; working in and around heavy equipment; and performing duties on rough terrain. EQUIPMENT, TOOLS AND MATERIALS 1. Equipment typically used in the performance of office duties include telephone, computer terminal, computer printer, computer keyboard, typewriter, photocopy machine, fax machine and calculator. 2. Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
