Purchasing Administrator will oversee daily operations of the procurement functions in accordance with County, State and Federal laws, rules, regulations, and ordinances. Supervise assigned procurement support staff. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.DUTIES AND RESPONSIBILITIES
1. Assist in the management of day-to-day functions and assignments of employees engaged in the County’s acquisition of goods, services and materials, and management of contracts.
2. Develop, implement and recommend changes in order to improve workflow, simplify procedures and implement cost controls to ensure more efficient department operation.
3. Directly supervise, train and evaluate procurement staff.
4. Supervise procurement and contract review, analyses and determinations on complex procurements and contracts to ensure sound practices.
5. Authorize final procurement recommendations according to procurement procedures, laws, rules and regulations.
6. Develop, implement, communicate and maintain County procurement policies and procedures.
7. Recommend updates to policies and procedures based on new legislation.
8. Ensure County procurement procedures are in compliance with NMSA Procurement code and other applicable internal and external (such as the Construction Industries Division) requirements, policies and procedures.
9. Audit section programs financed by local, state, and federal revenues to ensure accuracy of billing and adherence to law.
10. Solicit, review and interpret technical data used to determine the responsiveness of bids, requests for proposals and preparation of contracts.
11. Monitor and assure compliance with contract provisions and budgetary guidelines.
12. Negotiate pricing structure and ensure quality and warranties of goods and services.
13. Assist with the preparation of reports including, but not limited to, non-conformance, violations, breach of contracts and other legal procurement and contract issues.
14. Attend meetings and hearings, and serve on committees as assigned.
15. Performs other job related duties as required or assigned.

MINIMUM QUALIFICATIONS
Bachelor’s Degree in Business Administration, Public Administration, or related field, and five (5) years of related work experience at a professional level in purchasing or procurement, plus one (1) year in a supervisory role. Any equivalent combination related to education and/or experience may be considered for the above requirements.
ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:
1. Employee must comply with the safety guidelines of the County.
2. Employee must complete required FEMA training(s) as assigned to position.
3. Employee must complete required Supervisor classes if applicable.
WORKING CONDITIONS
1. All essential duties are performed indoors.
2. Duties are performed in a temperature-controlled environment.
3. Duties are performed on an even surface, which may be carpeted or tile.
4. Working surface is typically dry.
5. Worker often works alone both with and without directions from supervisor.

1. Equipment typically used in the performance of office duties include telephone, computer terminal, computer printer, computer keyboard, photocopy machine, fax machine and calculator.
2. Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
