Under an assigned supervisor, clean graffiti, install, manufacture, and place traffic control devices, maintain traffic sign inventory, inspection pavement markings and assist in conducting traffic control studies. Ensure compliance of barricade ordinance.

Duties And Responsibilities

  • Oversee the strategic planning, development, and facilitation of a comprehensive training and staff development programs, using knowledge of the effectiveness of methods such as classroom training, demonstrations, meetings, computer-based learning and workshops.
  • Research operational needs of new trends, technologies and training methods in order to effectively transfer knowledge and promote continuous learning at all levels within the department.
  • Oversee the development, organization, of acquire training procedure manuals, guides, or course materials, such as handouts, learning tools, and visual materials.
  • Oversee and administer workforce development principles, practices, and methods.
  • Manage training resources and ensure accessibility by County employees, supervisors, and management.
  • Administer and manage the training budget within the assigned program area(s).
  • Develop and manage all forms of marketing used to bring awareness to training resources and events. Implement innovative strategies to market training resources to employees, supervisors, and management.
  • Negotiate and schedule availability of courses, workshops, seminars, and other education and training methods, for specific departmental use. Teach training methods and skills to instructors and supervisors.
  • Manage operational details for training workshops/session such as: appropriate training location, materials and supplies; announcements; registration/attendance and certificates.
  • Collaborate with vendors and third-party training providers to arrange employee registration and participation in outside training programs.
  • Identify and set meaningful training goals, objectives, and performance measures in alignment with the County strategic plan.
  • Analyze and coordinate needs assessments for training and staff development to

enhance staff's skill, knowledge, and abilities in support of departmental and County

goals and objectives.

  • Confer with department management and supervisors to determine training needs,

participate in development of training goals and evaluation of training programs.

  • Provide monthly or quarterly training evaluations for management.
  • Assess training needs and outcomes through participant surveys, interviews with

employees, observation, or consultation with department managers. Update identified

training gaps as needed.

  • Coordinate and develop Trainers within the County to utilize existing County resources.
  • Prepare, analyze and maintain records/reports pertinent to County training activities

and communicate progress in relation to department goals.

  • Manage County compliance training program ensuring all mandated training is

provided and completed by employees as required by policy or law.

  • Conducts performance evaluations that are timely and constructive.
  • Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents, or decisions that require maintaining confidentiality of sensitive information.

Minimum Qualifications

High school diploma or GED, plus three (3) years of responsible work experience, two (2) years experience must have been as a Traffic Technician II or equivalent. Certification from American Traffic Safety Services Association (ATSSA) as a Traffic Control Technician (TCT) and Traffic Control Supervisor (TCS) course OR International Municipal Sign Association (IMSA) Work Zone Traffic Control I and Signs & Markings Level I. Must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.

Knowledge, Skills And Abilities (ksa's)

Knowledge of the Standard Highway Signs handbook and Manual of Uniform Traffic Control Devices (MUTCD). Knowledge of traffic engineering concepts; federal, state, and local traffic laws; sign manufacturing process; procedures; for sign installations. Ability to communicate effectively in both oral and written English, in-person and utilizing telephone. Ability to use a retro reflectometer. Ability to perform simple mathematical computations. Ability to clean graffiti from traffic control signage on County roads. Ability to perform traffic sign inspection and sign inventory on a daily basis in assigned areas. Ability to manufacture and install signs. Ability to interact professionally with the public and other co-workers. Ability to develop productive working relationships with supervisors and other employees.

Additional Requirements

The offer of this Bernalillo County position requires compliance with the following: Employee must successfully complete the post-offer employment medical examination and background investigation. Employee must comply with the safety guidelines of the County.

WORKING CONDITIONS

Duties are primarily performed outdoors, estimated at 80%. Indoor duties are performed in a temperature controlled environment. Outdoor surfaces include natural ground, concrete, asphalt, ramps, stairs, and bridges. Work hazards or potential work hazards include the exposure to dangerous situations involving traffic, adverse weather conditions, and possible exposure to electrical hazards. Worker is exposed to dust, snow, wind, possible lightening and extreme cold. Worker is exposed to vibrations when operating the pion jar. Worker is exposed to fumes/odors from the use of paints and adhesives. Work hazards include the climbing of ladders, high bridges and working in traffic. Worker is exposed to paint thinner, wasp killer spray, mace, ant killer granules, gasoline, graffiti remover, diesel, carburetor cleaner, degreaser, industrial mastic, spray paints, heat application units.

EQUIPMENT, TOOLS AND MATERIALS

Worker uses a wide variety of hand tools and power tools in the performance of duties. Employee operates pion jar unit, chain saws, drill press, grinders, saw, concrete cutter, pole straightener, air compressor, welder, cutting torch, radar gun, computer operated sign cutter, heat applicator unit, electric shears, cordless drill, post-hole digger, augers, weed cutter.

SUPPLEMENTAL INFORMATION

Mental Functions

Must be able to ask questions of supervisor and be able to listen to them and follow verbal directions in English. Must be able to understand and follow written directions in English. Must be able to read, understand, and apply knowledge of blueprints and schematic diagrams. Must be able to apply knowledge of basic mathematics, including percentages. Must be able to read, understand, and apply knowledge gained from uniform traffic control manuals, Federal, State and local traffic laws, the general location of County roads, and paint stripping procedures. Must be able to develop productive working relationships with supervisors and other employees.

Physical Functions

Must be able to stand/walk for up to eight hours daily. Must be able to sit up to one hour when performing office duties. Must be able to kneel and crouch for short periods on a frequent basis as needed to install or replace traffic control devices. Must be able to bend at the waist and twist/rotate waist as needed on a frequent basis when installing traffic control devices. Must be able to carry signs weighing up to 40 pounds up a ten foot ladder and position sign overhead during installation. Must be able to carry guardposts weighing up to 45 pounds during installation of barricades. Must be able to push/pull during handling of a post-hole digger with sufficient strength to dig the hole to a specified depth. Must be able to lift heavy rolls of striping tape of over 100 pounds with assistance. Must be able to use hands and fingers to grasp/manipulate equipment and materials in a bilaterally coordinated manner in performing fabrication and lettering of signs and installation of traffic control devices. Must be able to use finger dexterity in the use of machines and hand-tools required in the fabrication of signs. Must be able to coordinate the use of hands and eyes in the performance of essential duties. Must have eyesight sufficient to perform essential duties. Must be able to use legs and feet to stand/walk, climb/descend stairs, ramps and ladders when needed. Must possess quick reflexes in order to evaluate and act upon emergency situations when working in traffic. Must have sufficient balance to climb ladders and perform duties on ladders or bridges. Worker must have strength sufficient to operate a pion jar unit which weighs between 80 to 100 pounds.
