Position: Director of Human Resources

Supervisor: Deputy Superintendent of Business and Operations

General Job Description:

Responsible for planning, coordinating, and supervising the operation of the human resources department in such a way as to enhance the morale of school district personnel, promote the overall efficiency of the school system, and maximize the educational opportunities and benefits available to each individual child and each citizen in the community.

Qualifications:

  • A master’s degree from an accredited university or college
  • A valid New Mexico PED administrative license
  • Five years of experience in public school administration
  • SHRM-CP or SHRM – SCP certification preferred, required within first year of employment
  • Site principal and teaching experience or equivalent
  • Ability to pass employment verification and background check

Essential Duties and Responsibilities:

  • Develops, plans and directs an innovative recruitment, selection, hiring, and assignment of the best-qualified administrators, teachers, and support personnel.
  • Oversees the state-required evaluation system for the district.
  • Maintains the data for State Reporting (i.e. Training and Experience, Licensure, Teacher Attendance, Highly Qualified Status, etc.)
  • Oversees interview processes and procedures. Makes recommendations for all personnel to the Superintendent of Schools.
  • Plans and implements recruitment program to include an equity effort for minorities and gender; prepares and distributes recruiting materials in cooperation with professional staff members concerned.
  • Recommends all assignments, transfers, dismissals, and promotions: prepares contracts for all personnel; maintains adequate records of personnel; maintains adequate records of personnel, including supplemental and part-time agreements.
  • Administers provision of the Code as they apply to personnel practice teacher agreements between the division and participating colleges and universities and leave of absence policies.
  • Reports periodically to the Deputy Superintendent concerning the problems, conditions, and needs of the human resources department.
  • Assists in determining the need for teachers of various classifications.
  • Cooperates with college and university schools of education and with career guidance offices.
  • Attends weekly meetings of the Superintendent’s administrative council and serves actively to improve communication, cooperation, and planning.
  • Counsels and advises certified employees and probationary and permanent personnel of licensure regulation and assists with the processing and preparation of staff state credential renewal process.
  • Makes timely announcements of dates to be observed by applicants and employees to comply with state requirements.
  • Computes and reviews salaries for all personnel.
  • Supports the Superintendent and Deputy Superintendent with information to the School Board as it relates to hiring, dismissals, transfers, promotions, degree stipends, supplements and interprets his/her ideas and decisions to staff and public.
  • Keeps Deputy Superintendent informed of pertinent division developments and events: and seeks his/her council or decision as necessary.
  • Assists in the planning, development, and suggested revisions of personnel management policies in accordance with state and federal legislation
  • Provides or creates documents as required or requested by the EEOC and other government regulating bodies relating to all school employees.
  • Maintains a high standard of confidentiality within the organization as a member of the human resources management team.
  • Assists the Deputy Superintendent in developing recommending, and interpreting personnel policies and procedures to guide all phases of recruitment and selection in the school division.
  • Oversees compliance with such policies or legal requirements as Fair Labor standards, FMLA, Worker’s Compensation, EEOC guidelines, grievance procedures, the classification plan, and applicable local, State, and federal policies.
  • Interprets personnel rules and regulations for administrators, as requested and to employees in group sessions and on individual basis: receives and addresses employee complaints and grievances, and advises administrators in such cases; conducts studies concerning the development and administration of personnel policies, programs, rules, and regulations; recommends amendments to existing policies and recommends the writing of new policies, as appropriate, and submits recommendations for the consideration and approval to the Superintendent or his/her designee.
  • Assists the Superintendent and Deputy Superintendent with planning and presenting in-service activities for new staff. (Professional and support).
  • Serves as Title IX Investigator and oversees district civil rights investigations.
  • Develops budget proposal for the office of human resources and oversees the use of all funds.
  • Other duties as assigned by the Supervisor or the Superintendent.

Physical Requirements:

Sitting, standing, lifting, and carrying (up to 50 pounds), reaching, climbing, squatting, kneeling, and moving light furniture may be required.

Work Environment:

Must be able to work within various degrees of noise, temperature, and air quality. Job responsibilities require both inside and outside assignments. Interruptions of work are routine. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without direct supervision. After hour work may be required. Must be able to work under stressful conditions. Travel to facilities throughout the district is integral to the job.

Safety and Health:

Knowledge of universal hygiene precautions (blood borne pathogens, body fluids, etc.)

Equipment/Material Handled:

Must know how to properly operate, or be willing to learn to operate, multi-media equipment including current technology as needed.

Work Environment:

Must be able to work within various degrees of noise and temperature. Interruptions of work are routine. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without direct supervision. After hours work may be required. May work under stressful conditions on occasion.

Terms of Employment:

237 Days

Salary and work year to be established by the Board.

Job Type: Full-time

Pay: $104,700.00 - $104,912.00 per year
