DUTIES:
- Manages and promotes the flow of geospatial data across Berrien County, developing applications and processing procedures for spatial datasets.
- Conducts fieldwork in various environments and conditions to gather geospatial data and ensure its reliability.
- Maintains data accuracy and control measures within a multi-machine ESRI Enterprise environment.
- Supports county departments, agencies, partners, and community organizations by providing application development, recommendations, and guidance.
- Assists with staff management; participates in the selection of new hires, training, and performance evaluation.
- Coordinates, develops, and oversees departmental workflows, projects, policies, and objectives.
- Ensures secure handling of sensitive infrastructure and emergency data.
- Upgrades, maintains, and operates geospatial software products and equipment.
- Collects and interprets engineering drawings, utility specifications, design plans, and other documents; translates submitted information into usable spatial data.
- Participates in Emergency Operation Center training drills and nuclear power plant emergency response drills.
- Assists with indexing and inspection of property related documents recorded with the Register of Deeds Office.
- Assists GIS Director with budgetary management and invoicing.
- Provides training for geospatial applications, products, and equipment.

EDUCATION AND EXPERIENCE:
- Master’s degree in Geographic Information Systems, geography, computer science, information systems, or related field and one year of experience in GIS, information technology, or database management; OR
- Bachelor’s degree in Geographic Information Systems, geography, computer science, information systems, or related field and three years of experience with GIS in an ESRI Enterprise environment.
SPECIAL REQUIREMENTS:
- Will be required to obtain FAA Part 107 drone and FEMA certification upon employment.
- Must have experience with a variety of ESRI products such as ArcGIS Enterprise, ArcGIS Pro, ArcMap, ArcGIS Online (AGOL), ArcGIS Field Maps, ArcGIS QuickCapture, Survey123, Dashboards, ArcGIS Experience Builder, MapSeries, and ModelBuilder.
- Hand-eye coordination and the ability to differentiate colors, lift and carry 20 pounds, bend, stoop, and stand are essential to the successful completion of duties.
- May be required to attend meetings scheduled outside of normal business hours and travel between work sites and off-site.
- Must possess and maintain a valid motor vehicle operator’s license with access to a reliable vehicle throughout the course of employment.
- A background check will be performed, and the candidate will be required to successfully pass a pre-employment physical, including drug testing, as a condition of employment.
REQUIRED KNOWLEDGE AND SKILLS:
- Proficient in interpreting survey drawings, design plans, and maps for digital use.
- Strong research skills; able to identify and utilize spatial datasets.
- Effective verbal and written communication skills.
- Experienced in the use of MS Office 365 software, smart devices, and digital tools.
- Strong problem-solving skills, with the ability to adhere to security standards, maintain confidentiality, and work independently within deadlines.
- Capable of interacting effectively with the public and maintain professional integrity and respect for colleagues and co-workers.
DESIRED QUALIFICATIONS:
- Knowledge of the capabilities of Geographic Information Systems, coordinate geometry, and cartography.
- Able to use office equipment such as plotters and large format scanners.
- Experience using Python (ArcPy), ArcGIS Arcade, SQL, Commercial GPS Systems, and/or Public Land Survey System (PLSS).
