What are the responsibilities and job description for the Public Safety GIS Data Manager position at Berrien County?
DUTIES:
- Manages and improves spatial datasets related to the Public Safety and Road Departments.
- Oversees GIS data within 911 applications at Public Safety Answering Points (PSAPs).
- Develops and manages maps and spatial databases for the Berrien County Road Department.
- Provides technical support and analysis for Public Safety Information Technology.
- Troubleshoots and resolves GIS-related problems to ensure compatibility with first responders.
- Conducts fieldwork to collect and verify geospatial data using specialized equipment.
- Interprets engineering drawings, surveys, maps, and design plans for GIS integration.
- Collaborates with local officials on property addressing and data accuracy.
- Maintains MSAG address database and online GIS construction/closure applications.
- Manages Roadsoft data, including signage, guardrails, and road projects.
- Operates and maintains GIS hardware, including plotters, scanners, and GPS devices.
- Performs spatial analysis, geoprocessing, and cartographic design in an ESRI enterprise environment.
- Provides training and support for geospatial applications and equipment.

EDUCATION AND EXPERIENCE:
- Bachelor’s degree in Geographic Information Systems, geography, computer science, information systems, or related field and one year of experience in GIS, information technology, application management, or 911; OR
- Associate degree in Geographic Information Systems, geography, computer science, information systems, or related field and three years of experience in GIS, information technology, application management, or 911; OR
- High school diploma or equivalent and five years of experience in GIS, information technology, application management, or 911.
SPECIAL REQUIREMENTS:
- Must possess and maintain a valid motor vehicle operator’s license with access to a reliable vehicle throughout the course of employment.
- A background check will be performed; the candidate may not have any felony convictions.
- Will be required to successfully pass a pre-employment physical, including drug testing, as a condition of employment.
- Hand-eye coordination and the ability to differentiate colors, lift and carry 20 pounds, bend, stoop, and stand are essential to the successful completion of duties.
- Subject to call-in during off-duty hours.
- May be required to attend meetings scheduled outside of normal business hours and travel between work sites and off-site.
REQUIRED KNOWLEDGE AND SKILLS:
- Strong problem-solving skills, with the ability to adhere to security standards, maintain confidentiality, and work independently within deadlines.
DESIRED QUALIFICATIONS:
- Familiar with 911 dispatch operations, including Next Generation 911 and 911 Repository GIS requirements.
- Knowledge of computer-aided dispatch and mapping systems.
- Able to use a variety of smart devices, MS Office 365, and office equipment such as plotters and large format scanners.
- Experience with ESRI products such as ArcGIS Enterprise, ArcGIS Pro, ArcMap, ArcGIS Online (AGOL), ArcGIS Field Maps, ArcGIS QuickCapture, Survey123, Dashboards, ArcGIS Experience Builder, or ModelBuilder.
