Position Overview:
The Special Populations Compliance Manager is responsible for managing the SPED and 504 programs and maintaining compliance at both the campus and district levels. This role supports a culture of “joyful rigor” and aims to develop scholars and leaders who can contribute locally and globally. The Special Populations Compliance Manager ensures compliance with federal and state guidelines, supervises special education and 504 accommodations, and fosters open communication with stakeholders.
Qualifications:
Education/Certification
Required: Special Education Certification with the State of Texas
Preferred: Master’s Degree
Experience
Minimum of five years of SPED teaching experience

Executive Director of Special Populations or Campus Principal

Key Responsibilities
Compliance Management
Provide direct compliance support for the school district and campus
Coordinate and monitor evaluation timelines, ARD document compliance, and IEP/504 plan implementation
Conduct monthly IEP audits to ensure federal, state, and district policy compliance
Documentation & Reporting
Archive ARD documents and maintain audit files
Prepare reports for school board meetings and provide monthly compliance updates to the Executive Director of Special Populations
Send monthly restraint reports
Team & Communication
Serve as a campus liaison for special needs scholars, with effective team building and problem-solving skills
Collaborate with campus principals to coordinate SPED services, including those provided by SPED teachers, paraprofessionals, OT, PT, and VI specialists
Maintain communication with parents, staff, and administrators, responding promptly to inquiries
Parental & Scholar Engagement
Foster parental involvement in the special education process and act as a parent liaison
Attend LPAC meetings for dually identified scholars and manage special education accommodations for PSAT and SAT
Compliance with Legal Requirements
Ensure procedural safeguards are met and monitor compliance with state and federal guidelines
Collaborate with the District Testing Coordinator to ensure accommodations on state assessments
General Duties
Promote a positive school climate and maintain a supportive learning environment
Adhere to board policies, school guidelines, and administrative directives
Engage in professional development and encourage continuous improvement for staff
Performance Scorecard
1. Student Growth & Compliance
Achieve 100% completion of annual ARD meetings within the required timeline.
Complete initial evaluations within the set timeline for 100% of identified cases.
Ensure 100% of Transfer ARDs are conducted within the required timeframe.
2. Service Logs & Progress Documentation
Submit 100% of service logs on a weekly basis.
Complete and update 100% of progress documentation for all scholars.
3. Parental Engagement & Communication
Achieve a minimum of 90% satisfactory rating on Parent/Scholar Surveys.
Conduct 100% participation in LPACs for dually identified scholars.
4. Audit & File Management
Maintain an “A” or “B” rating in 100% of cyclical audits.
Ensure audit files are updated regularly with zero deficiencies.
5. Compliance Standards
Meet 100% compliance in Child Find procedures.
