Position Description:
The Supply Chain Manager is responsible for overseeing and optimizing the logistics and supply chain operations supporting Top Secret (TS) naval programs. This role ensures the seamless acquisition, transportation, and delivery of classified components and materials critical to naval mission success. The manager collaborates with vendors, military stakeholders, and internal teams to mitigate risks, maintain compliance with Department of Defense (DoD) regulations, and provide strategic oversight of supply chain activities in highly sensitive environments.
Responsibilities:
· Coordinate TS-Level Component Logistics: Plan and manage the end-to-end logistics process for Top Secret components, including procurement, storage, transportation, and distribution. Ensure secure handling and tracking of classified materials across naval facilities, shipyards, and operational sites, adhering to stringent security and chain-of-custody protocols.
· Monitor Supply Chain Performance and Risks: Continuously assess supply chain efficiency through key performance indicators (KPIs) such as delivery timelines, inventory levels, and cost metrics. Identify potential disruptions—such as vendor delays, geopolitical issues, or security breaches—and implement contingency plans to maintain operational continuity for TS programs.
· Negotiate for Classified Materials: Engage with approved vendors and suppliers to secure contracts for the provision of classified materials and equipment. Conduct negotiations to optimize cost, quality, and delivery schedules while ensuring compliance with DoD acquisition regulations and TS-level security requirements. Maintain relationships with cleared suppliers to support long-term program needs.
· Report Supply Status to Leadership: Prepare and deliver detailed status updates to senior naval leadership and program managers, including availability of critical components, supply chain risks, and mitigation strategies. Generate comprehensive reports and briefings that align with DoD reporting standards, ensuring transparency and accountability in TS supply chain operations.
Qualifications:
· Education: Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or a related field from an accredited institution. Relevant experience or advanced certifications may be considered in lieu of a degree.
· Experience: Minimum of 7 years of progressive experience in logistics and supply chain management within a Department of Defense environment, with a focus on classified or defense-related programs. Prior work supporting naval operations or shipbuilding is highly preferred.
· Certifications: Certification from the American Production and Inventory Control Society (APICS), such as Certified Supply Chain Professional (CSCP) or Certified in Production and Inventory Management (CPIM), is strongly preferred. Other relevant credentials, such as Certified Logistics Professional (CLP), may also be considered.
· Clearance: Active Top Secret (TS) security clearance is required due to the oversight of classified materials and involvement in sensitive naval programs. Eligibility for Sensitive Compartmented Information (SCI) access may be necessary depending on specific program requirements.
· Skills: Advanced knowledge of supply chain management principles, including procurement, inventory control, and transportation logistics. Proficiency with DoD logistics systems (e.g., Navy ERP, DLA systems) and supply chain software (e.g., SAP, Oracle). Strong analytical skills for risk assessment, coupled with excellent negotiation, communication, and leadership abilities to manage cross-functional teams and vendor relationships.
