Summary
Under direction, is responsible for supporting Bexar County Information Technology team; will support the mission of the County, ensuring successful delivery of IT services as defined in the duties and responsibilities. This position will represent the County in a professional and effective manner and establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public. Flexibility to achieve performance excellence in a telework arrangement. Flexibility to deliver services in a telework environment and supervise colleagues in a telework environment.

Duties and Responsibilities
- Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
- Formulates and defines systems scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements
- Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results
- Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications
- Supervises the activities of other Business Systems Analysts
- Works at the highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment
- Develops and maintains a detailed functional knowledge of all production applications and business workflows in the County
- Develops and maintains a detailed knowledge of the Project Management Office (PMO) delivery methodology, standards, and operating procedures
- Fosters high levels of customer satisfaction through day-to-day project contact, managing peer-level relationships and handling communications, negotiations, expectations, issues escalation and feedback
- Collaborates with teams in the overall solution design to close the gap between the "As-Is" and "To-Be" state with requirements and change management needs
- Contributes to project work plans specific to the business analysis function
- Performs public sector and technical research to support engagements and initiatives
- Performs other related technology duties and projects as assigned
Minimum Qualifications
- Graduation from an accredited college or university with a relevant degree, 5-7 years of experience, or an equivalent combination of education and experience
- Knowledge of business analysis, delivering software implementations and/or software development projects working in all phases of the SDLC; knowledge of major project management methodologies (e.g., Waterfall, Agile); knowledge of delivering business analysis and functional and technical project artifacts including use cases, user stories, requirements definitions, process definitions, and user interface designs; knowledge of customer management; knowledge of major contemporary software/system design principles (e.g., SOA) as well as major business software application types (e.g., ERP)
- Expert skill in meeting facilitation and presentation; strong skill in using project tools such as Microsoft Office, Project, and Visio; strong skill in organizational and planning; critical skill in analysis and problem-solving with a focus on detail and quality; skill in building relationships as a trusted advisor with good judgment and a willingness to be honest and candid in tough situations
- Ability to craft and define enterprise-wide and strategic business solutions based on broad enterprise goals; ability to assess risk, scope functional requirements, and prioritize deliverables; ability to prioritize multiple competing priorities; ability to establish credibility based on integrity, knowledge, and dedication to excellence; ability to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
- Demonstrates technological intuitiveness
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- Required to be on call 24 hours
- May be required to work more than 40 hours during the workweek
- May be required to work weekends
- This position may need to satisfy the requirement of completing and passing an assessment during the employment process
Preferred Certification/License:
- Business Analysis, Lean Six Sigma, and/or Project Management certifications
