Summary
Under direction, is responsible for supporting Bexar County Information Technology team; will support the mission of the County, ensuring successful delivery of IT services as defined in the duties and responsibilities. This position will represent the County in a professional and effective manner, establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public. Flexibility to achieve performance excellence in a telework arrangement. Flexibility to deliver services in a telework environment and supervise colleagues in a telework environment.

Duties and Responsibilities
- Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
- Responsible for activities related to the deployment and administration of infrastructure security policies and procedures within multiple environments; to include network, systems and database
- Administers user identity roles, groups, and permissions across the network, with a specific focus on Active Directory to effectively manage access controls
- Responsible for the deployment and administration of security appliances and tools within hybrid on premise data centers and Azure cloud environments
- Supports core identity system; including: Active Directory, Azure Active Directory, Active Directory Federated Services, Multi-Factor Authentication
- Develops and maintains Active Directory Group Policy (AD) rules and assignments
- Acts as a Domain Administrator/Tier Zero level authority of the security framework
- Establishes Standard Operating Procedures for administration of AD accounts and related permissions
- Troubleshoots identified security incidents originating from the Information Security Team, to include implementation of necessary corrective action in collaboration with other engineers
- Coordinates prioritized access and security incidents requiring remediation and/or mitigation tasks, and provide incident data collection as required
- Responds to alert monitoring tools for prompt resolution of identified threats relative to user access
- Collaborates with application owners to determine how identity management can be streamlined and integrated into source systems for enhanced administration
- Delegates security and access related requests to team members as required
- Responsible for providing audit reports from infrastructure systems as requested from Information Security
- Validates hardware and software audits, provided by Information Security, of workstations and servers to ensure compliance with established standards, policies, and configuration guidelines
- Coaches and mentors supervised team members
- Performs other related technology duties and projects as assigned
Minimum Qualifications
- Graduation from an accredited college or university with a relevant degree in Information Technology with focus in access and identity security, five (5) or more years of experience; or an equivalent combination of education and experience
- Strong knowledge of Microsoft Products; strong knowledge of Microsoft Active Directory, Microsoft Azure Government Cloud Services, and Government Security Standards; knowledge of server virtualization platforms and related security
- Expert skill in problem solving; skill in IT Management frameworks; strong skill with TCP/IP, DNS, DCHP, WINS, Active Directory, Group Policy; skill with Office 365 management; skill with MS Server 2008/2010/2012 ; strong skills with scripting and automation
- Ability to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
- Demonstrates technological intuitiveness
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- Required to travel to remote sites within Bexar County
- Must have and maintain a valid Texas driver's license, motor vehicle liability insurance and personal injury insurance
- Must have available transportation during entire workday
- Required to be on call 24 hours
- May be required to work more than 40 hours during the workweek
- May be required to work weekends
- This position may need to satisfy the requirement of completing and passing an assessment during the employment process
Preferred Education or Experience:
- Advanced education or work experience in specific enterprise security field
- Experience with Cisco network route\switch security and Palo Alto Firewall
- Experience with Security within cloud services such as Microsoft Azure Government
Preferred Certification/License:
- SSCP (Systems Security Certified Practitioner), SANS based security education course completion with certification, CompTIA Server , CompTIA A , MCSE, or other equivalent certifications
