Summary

Responsible for coordinating victim services at the Bexar County Family Justice Center in high-risk domestic violence cases to increase victim safety; provides case management in high-risk protective order cases; serves as a liaison with law enforcement agencies for protective order enforcement; prepares reports and statistical data; responsible for developing and leading a multi-disciplinary team of community agencies and stakeholders to provide coordinated victim services for high-risk domestic violence cases.

Duties and Responsibilities

  • Coordinates victim services, provides case management, and monitors compliance of domestic violence high-risk programs at the Bexar County Family Justice Center including the Protective Order Unit's domestic violence high-risk program and rapid response team (Project EMPOWER)
  • Contacts domestic violence victims identified as high-risk to ensure receiving all necessary victim services, discuss high risk programs including case management goals and expectations, secures cooperation for participation in high-risk programs when required; contact agencies to assist with delivery of services
  • Develops and reports measurable goals and objectives for high-risk programs; assists with development of computer systems and data collection processes
  • Acts as liaison on high-risk cases between the department and other agencies to facilitate victim services including agencies in law enforcement regarding protective order violations; assists other agencies with development of domestic violence high-risk identification programs and procedures; provides training on the department's high-risk programs including the Bexar County Family Justice Center and Protective Order Unit
  • Make site visits for relevant agencies and organizations to enhance understanding of their victim service systems / processes; identify ways to cross collaborate on systems / processes to improve effectiveness of domestic violence high-risk programs
  • Prepares and maintains statistics, work activity reports, and evaluations on high-risk programs; provides input on budgetary matters affecting the department including the Bexar County Family Justice Center
  • Develops, assembles, and implements a multi-disciplinary team that unites law enforcement, medical professionals, victim advocates, and others at the local level to provide expedited and comprehensive victim services in domestic violence high-risk cases in Bexar County
  • Coordinates and prepares Memorandums of Understanding / Agreement from members of multi-disciplinary team and other victim service agencies, that addresses providing appropriate and expedited services in domestic violence high-risk cases
  • Facilitates and plans regular meetings on domestic violence high-risk programs with multi-disciplinary team members, community partners, and the Texas Council on Family Violence
  • Prepares correspondence for distribution to multi-disciplinary team members, victims participating in high-risk programs, and other organizations to coordinate victim services
  • Develops and conducts presentations to educate stakeholders on the value of a high-risk identification programs and coordinated community responses to prevent domestic violence related fatalities
  • Participates in local community meetings related to domestic violence including task-forces, commissions, coalitions, work groups, town halls, and symposiums, for purpose of sharing information on victim services related to domestic violence high-risk programs
  • Assists Bexar County Family Justice Center Executive Director in the identification and development of grants or special service programs related to high-risk domestic violence
  • Perform other duties as assigned

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's degree and three (3) years case management experience in a social service or community agency. One (1) year of graduate study in criminology, corrections, counseling, law, social work, psychology, sociology, or other related field may be substituted for one (1) year of casework experience; or an equivalent combination of education and experience
  • Considerable knowledge of domestic (intimate partner) violence, victims' rights and principles; considerable knowledge of support service programs and eligibility requirements; and considerable knowledge of case management
  • Frequent contact with department staff, co-workers, elected officials, local government officials, community agencies, commissions and task forces, state coalition representatives, victims and the general public. Communication is primarily in person, via telephone and through written correspondence
  • Skill in supervising professional and clerical employees and skill in communicating effectively with hostile, abusive or irrational individuals
  • Ability to communicate effectively, both verbally and in writing; ability to obtain and organize information; ability to adjust to rapidly fluctuating situations; ability to operate basic office equipment; and ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations, attorneys and the general public
  • Must have a valid driver's license, motor vehicle liability insurance, personal injury insurance and a personal vehicle or alternate available means of transportation
  • Must secure and maintain a favorable background investigation
  • Must clear a psychological assessment, a pre-employment physical
  • May be required to be on call 24 hours a day
  • May be required to work more than 40 hours during the workweek and may be required to perform certain functions during non-traditional work hours
  • Preferred :

  • English / Spanish bilingual ability to understand and to make one's self understood to Spanish speaking individuals
  • Understanding of or experience with computer programs used by relevant agencies including law enforcement, District Attorney's Office, District Clerk's Office, state and national crime databases
  • Understanding of or experience in a variety of fields including civil protective orders, family law, criminal law, immigration law, and social services
  • Working Environment and Physical Demands :

  • Working conditions are primarily inside an office environment. The employee has frequent contact with other employees both within and outside of the assigned division, law enforcement, community agencies, other outside organizations, and victims and their families
  • Frequently moves items weighing up to 10-25 pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Generally operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
