Summary

Under general direction, manages the operations of the CMAG Intake Division; is responsible for managing and coordinating a 24/7 operation; manages the activities of Pretrial Supervisors and Pretrial Bond Officers; conducts training; and performs related duties as required.

Duties and Responsibilities

  • Manages and oversees the daily operations of the division to ensure efficient effective use of division resources
  • Acts in the absence of the Pretrial Manager to include sections operational decisions, section-wide leave requests, and accountability to executive administration and judicial level
  • Assists the Pretrial Manager/Operations Manager in solving complex case management; operational problems; interviews and submits recommendations for hire
  • Develops, implements, trains, and maintains a new substance abuse diversion program; new needs assessment; and risk level supervision matrix
  • Reviews daily operational reports/statistics concerning the previous 24 hour period to evaluate operational effectiveness
  • Coordinates the Central magistrate pretrial diversion flow between the pretrial assessment officers, clinician, and public defender
  • Conducts research and evaluates special programs at the direction of the Director and Deputy Director
  • Works with county officials, judicial services, and other administrators to plan, design, and implement an open booking process
  • Maintains communications with judges to inform them of defendant violations on a 24/7 basis
  • Prepares, submits and maintains daily time and attendance records
  • Performs related duties as required

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree in Criminal Justice, Law Enforcement or closely related field, and seven (7) years criminal justice system experience in case management (mental health or substance abuse programs) plus experience in the preparation of reports for the courts for personal bond or the direct supervision of offenders or defendants in pretrial, probation or parole and two (2) years of demonstrated supervisory experience working in a multi-municipal (County/City/Other) magistrate facility or similar multi-jurisdictional magistrate facility; or the equivalent combination of education and experience
  • Proficient knowledge of jail pretrial diversion; good knowledge of eligibility requirements of bond release program; knowledge of criminal justice system; knowledge of and skill in the use of the Criminal Justice Information System, National Criminal Information Center and Texas Criminal Information Center databases
  • Skill in interpreting regulatory legislation regarding detention and release guidelines
  • Ability to supervise administrative and clerical employees; ability to communicate effectively with hostile, abusive or irrational individuals, public defender's, clinicians, magistrate, county and city officers; ability to operate personal computer and basic office equipment; ability to establish and maintain effective working relationships with subordinates, co-workers, County employees, outside organizations, attorneys, court officials, law enforcement agencies and the general public
  • Must secure and maintain a favorable background investigation with no criminal convictions
  • Must be able to obtain valid National Criminal Information Center and Texas Criminal Information Center certification
  • Must have a valid driver's license, motor vehicle liability, personal injury insurance and a personal vehicle
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Required to be on-call 24-hours a day
  • Required to work irregular hours including scheduled evenings and weekends
  • Required to perform shift work
  • May be required to work more than 40 hours during the workweek
Working Environment and Physical Demands:
  • Constantly working in a jail environment or supervision office
  • Work area may be cramped with a high noise level
  • Frequent exposure to hostile or violent individuals with frequent exposure to blood, body fluids, infectious diseases, and/or other potentially infectious material
  • Occasionally moves items weighing up to 10-25 pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
