What are the responsibilities and job description for the Communication Specialist - SB&E position at Bexar County?
Under direction, is responsible for developing, monitoring and auditing Small Business & Entrepreneurship program agreements' implementation of program and purchasing policies; assisting in organizational reviews; assisting with outreach using traditional, web-based and Social Media; and performing related duties as required
- Develops, monitors, and audits department/division implementation of SB&E program and purchasing policies
- Serves as liaison with County offices/departments, external organizations and vendors to assist in development and implementation of policies and programs designed to increase participation by SB&Es in Bexar County projects
- Develops and implements processes and programs to assist with outreach using traditional, web-based and social media
- Advises and assists Elected/Appointed Officials and Department/Division Heads regarding SB&E Program management policies and procedures
- Researches and recommends appropriate actions on SB&E Program issues
- Reviews, coordinates and assists in the preparation of Federal, State and private sector diversity programs
- Performs other relevant duties as assigned
- Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Business, Finance, Economics or a closely related field, and one (1) year experience in budget preparation or management analysis; or an equivalent combination of education and experience
- Good knowledge of budget analysis and preparation; good knowledge of management analysis research techniques and performance measurements; knowledge of local government operations; requires good knowledge of the procurement of goods and services
- Skill in communicating effectively, both verbally and in writing; skill in utilizing Windows-based word processing and spreadsheet software; skill in collecting and analyzing financial data; skill in using Microsoft Office Suite; skill in developing and implementing social media and internet based software programs.
- Ability to formulate recommendations and write reports; ability to maintain effective working relationships with coworkers, Elected/Appointed Officials, Department/Division Heads, County employees, government agencies and the public
- Must have and maintain a valid Texas driver's license, motor vehicle liability insurance and personal injury insurance
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- May be required to work more than 40 hours during the workweek
