Manager- Behavioral Health Department

Under the general direction of Behavioral Health Division Director, is responsible for expanding the program deliverables of the department and to manage partnerships with Behavioral Health (Mental Health, Substance Use, and Intellectual and Development Disabilities) providers including the local health authorities. The position will initiate the expansion and maintenance of the interagency relationships between the community, human service agencies, facilities, private and public services, and other government agencies.
  • Assists in the planning and management of program activities and services including evaluation and fiscal monitoring to include department budget. 
  • Develops, prepares, and monitors adherence to all Federal, State, and local behavioral health mandates 
  • Oversees, manages and audits contracts with Behavioral Health providers; manages behavioral health jail diversion programs and ensures compliance with all Federal, State, and local laws, regulations and mandates.
  • Review operations of all contracts and collaborate with the provider/department to review goals/objectives, policies, workflows, timelines, and deliverables in order to evaluate programs for effectiveness, efficiency and to make informed decisions, act on findings, and drive continuous program improvement.
  • Develops   and   maintains  a   productive  working   relationships  with   local,  state,  and  community stakeholders and acts as the liaison between the programs and external partners.
  • Drafts, prepares and delivers reports and information to Commissioners Court and the County Manager; prepares reports to Federal, State, and local officials; delivers presentations to the community and to other community partners.
  • Develops, implements and manages mental health training and builds community awareness through education; researches and stays informed on any changes in Federal, State, and local legislation, laws and mandates.
  • Represents the County with key community stakeholders in planning and implementation of projects and programs related to community mental health and clinical services; may represent the department in the absence of the Division Director.
  • Acts as point of contact for programs and services; responds to public inquiries for information and assistance.
  • Maintains knowledge of behavioral health conditions to provide appropriate referrals to individuals in crisis and/or seeking behavioral health education and resources.  
  • Develops and maintains informational data exchange and provides outcome and data dissemination as required.
  • Performs oversight of department staff to include effective supervision, training, development and management.
  • Performs other duties as assigned.
  • Graduation from an accredited college or university with a Master's degree in behavioral health-related subjects such as Social  Work or  Psychology and must be licensed through the Texas State Board of Social Work Examiners (Licensed Clinical Social Worker (LCSW) or Licensed Professional Counselor (LPC)) and at least five (5) years of experience in community behavioral  health and/or community interfacing justice system programs; including at least two (2) years of experience having worked in a management capacity
  • Comprehensive knowledge of behavioral health issues and how they affect the development and delivery of programs and services; comprehensive knowledge of the justice system, judicial programs and  services and various types of diversion methods, programs or initiatives; comprehensive knowledge of  Federal, State, and County laws and regulations, applicable to behavioral health programs and services; Federal, State, and local behavioral health delivery systems; principles, techniques, and practices of effective behavioral health; and operating and  general  functions  of  the  Texas Health and Human Services Commission: Mental Health and Substance Use services; State hospital system; State supported living center system and any other related programs or services. 
  • Ability to immediately address crisis-oriented requests for assistance from the general public and Bexar County internal departments.
  • Proficient ability to manage multiple projects simultaneously; ability to build and develop successful collaborations; ability to communicate effectively both verbally and in writing with diverse groups of individuals utilizing tact and diplomacy; ability to read and interpret legislation (Federal, State, and local), and evaluate its impact for growth opportunities; ability to establish and maintain effective working relationships with colleagues, County employees, Department Heads, Elected/Appointed Officials, members of multiple teams, outside organizations, and the general public.
  • Must be proficient in computer technology and utilize various systems to include MS Office software such as Word, Excel, and PowerPoint. 
  • Must have valid Texas driver's license, motor vehicle liability insurance and personal injury insurance.
  • Must secure and maintain a favorable background investigation and clearance.
  • Must clear a pre-employment physical and a pre-employment drug screen test.
  • May be required to work more than 40 hours during the workweek; may work weekends.
Working Conditions:
  • Constantly working in indoor conditions
  • Frequent visits to the Justice Intake Assessment Annex (JIAA) at the Bexar County Adult Detention Center
  • Frequent offsite visits to other county departments or behavioral health stakeholders
  • Occasionally moves items weighing up to 10-15 pounds Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
