Summary
Under general supervision, facilitates all activities related to the implementation of a Data Reporting and Management Collection Process Plan for the Bexar County Community and Economic Development program; serves as the primary data analyst to monitor and ensure that program expectations outcomes are being achieved; may support other functional components of the division.
Duties and Responsibilities
- Coordinates and oversees database applications and systematic programs; prepares consolidated statistical reports related to services and utilization; trains and provides technical support to subcontractors and internal departments
- Maintains and enhances the data collection and data management plans; mines various databases and ensures systems are up to date and comply with local, state, and federal funding requirements; conducts continuous quality assurance and compliance audits of subcontractor and internal/external databases to ensure data quality; identifies, analyzes, and interprets trends or patterns in complex data sets
- Designs and implements policies and procedures necessary to the coordination, compliance, oversight and integrity of a data base and management collection process plan
- Merges data to create records referencing multiple interrelated programs; performs statistical analysis as needed, including where relevant multi-level, longitudinal, and survival analysis methods; uses analytics to support overall plan effectiveness and resource allocation decisions
- Provides technical assistance and training on data management systems and data software to Bexar County employees and outside agency personnel
- Researches and analyzes best practices at local, state and national levels and assists with the county's participation in implementing these efforts and strategies
- Prepares and analyzes statistical reports on services and service utilization by outside agencies and county offices and departments; drafts agreements, requests for proposals, contracts and program documents for review
- Participates in public information workshops, hearings, conferences and training classes
- Performs related duties as required
Minimum Qualifications
- Graduation from accredited college or university, with a Bachelor's Degree in Computer Science, Mathematics, Sociology, Completion of a Technical Certificate Program or closely related field and three (3) years' experience in data management systems; or an equivalent combination of education and experience
- Strong knowledge of data management systems and computer software; and good knowledge of grant program administration and program evaluation
- Experience with statistical tools such as: multi-level modeling, longitudinal analysis, time series, survival analysis
- Skill in communicating effectively, both verbally and in writing; skill in utilizing word-processing and spreadsheet software
- Ability to work with professionals and community groups; ability to organize and report information; ability to communicate effectively with hostile, abusive or irrational individuals; ability to establish and maintain effective working relationships with co-workers, other County employees, service providers, federal and state project officers, outside organizations and the general public.
- Must have valid driver's license, motor vehicle liability insurance and personal injury insurance
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- May be required to be on call 24 hours
- May be required to work more than 40 hours during the workweek
- Working conditions are primarily indoors;
- Occasionally moves items weighing up to 5-15 pounds
- Occasionally moves about the office
- Frequently communicates with others; must be able to exchange accurate information
- Constantly operates a computer and other office productivity machinery
- Positions self to perform essential functions
- Must be able to remain in a stationary position
