JOB RESPONSIBILITIES
This Proposal Manager is the lead in managing the proposal process for an RFI/RFQ/RFP responses by coordinating, facilitating, writing, and producing winning proposals adhering to the company’s approved Proposal Process Standard Operating Procedures (SOP) as aligned with a specific type of proposal and contract vehicle. The Proposal Manager collaborates with experts and team members to develop compliant, responsive, and compelling proposals in response to Federal Government solicitations to include RFP, RFI, RFQ.
Specific duties include:
· Develop RFI and RFP response templates that are compliant to government evaluation factors
· Conduct proposal kick-off with appropriate personnel, follow-up. Consolidate all writing assignments and develop the pink, red, and gold team review documents.
· Conduct proposal kickoff and review sessions and track all comments and work with writers to address all comments.
· Conduct/Facilitate color reviews
· Analyzes the RFP and develop the win themes for the proposal
· Writes and leads technical, management, resume, and/or past performance sections and volumes, with a heavy emphasis on past performance.
· Provides direction and oversight to supporting writers.
· Works as part of a collaborative team to clearly articulate solution and strategy, approach to performing the work, experience, win themes, and discriminators.
· Applies communication and interviewing skills to gather needed information from internal and external personnel to support writing activities.
· Writes clear, persuasive, and articulate proposal sections; translates complex ideas into easily understandable text.
· Develops and implements process improvements to help improve proposal quality.
· Coordinate with Graphics Artist to finalize appealing graphics
· Develop corporate proposal templates that can be reused using MS word templates
REQUIRED SKILLS AND QUALIFICATIONS
· Minimum of 7 years of proposal management for competitive bids
· 5 years of experience with collaboration software - Microsoft Teams
· Associate degree minimum, Bachelor’s degree preferrable
· Must be a self-starter capable of identifying challenges, responding to issues, and proactively implementing effective solutions with limited supervision in a global matrix environment
· Must have experience in Federal Government Contracting (GovCon) having served in a role as a proposal coorindator or Proposal Manager
· Must have experience with SharePoint Navigation
· Must have experience conducting Proposal Kickoff Meetings, working past performance and corporate experience volumes, and develop written content from material provided by technical subject matter experts.
· Must have the ability to outline a proposal, and review draft proposals for compliance with government stated requirements.
· Must have significant experience with desktop publishing methods and automated tools such as Microsoft Word and Microsoft Publisher.
· Must be able to work out of our headquarters in Annapolis, MD 2 days a week (Tuesdays and Thursdays) work from home on the other 3 days.
