Qualifications
DEGREE/EDUCATION:
- High School Diploma or Education Equivalent
- Bachelor’s degree preferred
- 3-5 years of relevant experience
- SHRM-CP or PHR preferred
- Valid Secret Security Clearance (or higher), or the ability to obtain one, is required
- U.S. Citizenship: Workers performing under this contract must be US Citizens
- Must have a clear background in order to obtain security clearance and a CAC
- Possess excellent written and oral communication skills. Effectively use correct grammar and spelling in all written communications.
- Familiar with organizational structure and operation methods of National Guard (preferred).

- Education and Incentives Counseling Services Support - Provides guidance and support to new and current military members who seek to understand the educational opportunities available to them through military service. Maintains accurate and up to date information about the authenticity and accreditation status of schools, while keeping an inventory of test preparation and educational service brochures
- Incentives Establishment Services Support - Incentive processing includes detailed research for, and execution of, automated systems actions required to confirm eligibility, recommend payment, and to suspend, reinstate, or terminate all incentives within the GAARNG. All incentives actions on behalf of service members assigned to the GAARNG, to include initial contract requests, payment requests, and suspensions or terminations of contracts, must be processed in a timely and accurate manner. Confirm the eligibility of all service members for incentives, including but not limited to reenlistment bonuses, student loan repayment, and other available incentives
- Incentives Termination Services Support - Incentive processing includes detailed research for, and execution of, automated systems actions required to confirm eligibility, recommend payment, and to suspend, reinstate, or terminate all incentives within the GAARNG. All incentives actions on behalf of service members assigned to the GAARNG, to include initial contract requests, payment requests, and suspensions or terminations of contracts, must be processed in a timely and accurate manner. Process all incentive terminations in accordance with Army National Guard (ARNG) guidelines and regulations
- Bonus Payment Services Support – Confirms the eligibility of all service members for bonus payments, including reenlistment bonuses, retention bonuses, and other authorized incentive programs. Verify that all required documentation for bonus claims is complete and accurate, including reenlistment contracts, loan repayment documents, and other required paperwork.
- Loan Repayment Services Support - Review the status of Federal student loans using National Student Loan Database System (NSLDS) printouts to confirm eligibility for loan repayment incentives. Retrieve and upload all missing or amended documentation required to resolve payment suspensions or continue processing incentive payments. Remain updated on U.S. laws, DoD policies, ARNG regulations, and state-specific guidelines affecting loan repayment programs
- Archived Records Services Support - Locate medical and personnel records for all current and prior service members using appropriate database systems. Retrieve all personnel records using the Interactive Personnel Electronic Records Management System (iPERMS) database and request personnel records from the state archives when not available in iPERMS. Ensure all record releases are HIPAA-compliant
- Retention Coordination Services Support - Retention Coordination involves evaluation of trends in attrition to identify the areas in which the GAARNG must improve in order to retain quality Soldiers. Knowledge of, and experience working in, Army National Guard recruiting, and retention is crucial.
- Interstate Transfer Coordination Services Support - Ensures a seamless experience for ARNG Soldiers, both enlisted personnel and commissioned officers, who wish to transfer between states. The individual in this role will be solely responsible for managing all aspects of interstate transfers for the GAARNG. This includes close collaboration with Enlisted Personnel Managers, Officer Personnel Managers, unit representatives, other states, and NCOICs across battalions and brigades to facilitate smooth transitions for Soldiers. Specific areas of responsibility are designated through written and oral instructions. In-depth knowledge of ARNG recruiting, retention operations, officer career management, and Army regulations regarding transfers is critical
- Incentives Establishment Services Support - Includes detailed research for, and execution of, automated systems actions required to confirm eligibility, recommend payment, and to suspend, reinstate, or terminate all incentives within the GAARNG. All incentives actions on behalf of service members assigned to the GAARNG, to include initial contract requests, payment requests, and suspensions or terminations of contracts, must be processed in a timely and accurate manner. Incentive Managers must access, navigate, and utilize GIMS, which is the sole program for processing incentives transactions.
- Transition Records Support Specialist - Ensures seamless transition services for Soldiers and officers transitioning from the GAARNG. Transitioning Soldiers include enlisted and officers retiring, transferring to another military component for continued service, or discharged without any military affiliation. The Transition Records Specialist is responsible for overseeing the preparation of final records for Soldiers departing the GAARNG. This critical function demands a comprehensive approach to handling military records, focusing on accuracy, compliance, and efficient retrieval processes
