Schedule: Monday through Friday, 8:00 AM – 5:00 PM (May require work outside normal business hours, including weekends, evenings, and holidays, as requested.)
Location: Telework (Texas residents only)
Overview:
Our client seeks an experienced Project Manager to lead the replacement of the Legislative Tracking System (LTS) using Power Platform tools. This initiative aims to deliver a scalable, stable, and user-friendly solution for tracking legislation, cost estimates, and legislative implementation. The ideal candidate will implement standard project management practices, understand the PMI framework, and ensure compliance with the Texas Project Delivery Framework and Quality Assurance Team (QAT) requirements for major information resource projects.
The Project Manager will work closely with key stakeholders, vendors, and technical teams, acting as a liaison to ensure the project’s success. Responsibilities include creating project charters, work plans, and tracking documents, as well as facilitating communication and developing presentations for leadership and oversight entities.
Responsibilities:
- Act as a liaison between stakeholders and the project team.
- Oversee design and development efforts.
- Ensure adherence to client guidelines and Texas Project Delivery Framework standards.
- Complete documentation required for Quality Assurance Review for Texas Technology projects.
- Manage the project by tracking development progress and aligning assignments with timelines.
- Develop, monitor, and maintain project plans.
- Document risks, issues, and contingency plans, ensuring resolution and removing barriers.
- Control and report progress to the Project Steering Committee, escalating risks/issues as necessary.
- Provide weekly status updates (written and verbal) and conduct regular project team status meetings.
- Oversee the development of SDLC artifacts, translating business requirements into technical specifications.
- Facilitate the SDLC process and guide technical teams.
- Build and maintain strong relationships with project sponsors and stakeholders.
- Deliver presentations to leadership and oversight entities (e.g., steering committees, QAT).
- Transfer working knowledge to current staff.

- Strong communication, analytical, and interpersonal skills at all organizational levels.
- Experience managing and coordinating business and technical teams.
- Proficiency in project management body of knowledge (PMBOK) and SDLC methodologies.
- Strong problem-solving skills with the ability to multitask.
- Ability to work independently and collaboratively in a diverse team environment.
- Readiness to meet project deadlines and put in extra effort when necessary.
Preferred Qualifications:
- PMP Certification.
- Familiarity with low code/no code solutions.
- Experience with Texas statewide systems and the State of Texas QAT process for MIRP projects.
Minimum Requirements:
Candidates who do not meet these minimum requirements may not be selected.
- 10 years: Project management experience for large-scale enterprise implementations.
- 8 years: State of Texas or similar federal/state project management experience.
- 8 years: Project management/systems analyst experience leading legacy modernization projects.
- 5 years (preferred): Experience with the State of Texas Project Delivery Framework.
- 3 years (preferred): Experience with Texas statewide systems.
- 1 year (preferred): Experience with low code/no code solutions.
- 1 year (preferred): Knowledge of State of Texas QAT processes for major information resource projects.
Salary : $50 - $60
