Budget and Financial Oversight
The primary responsibility is to oversee and assist in all budget transactions, ensuring accuracy and compliance. This includes reviewing, monitoring, and updating record-keeping systems for all budget-related activities, such as transactions, reporting, and reconciliation. The role involves making recommendations for improvements to current procedures to better budget management for various programs and assisting in the development of new guidelines. Ensuring that budget control procedures comply with established policies is crucial, as is making sure that resources are allocated effectively and efficiently. Additionally, the position involves conducting in-depth planning and budget studies of both ongoing and proposed programs, offering recommendations for alternative courses of action when necessary, and coordinating budget planning with management to align with organizational goals.
Grant and Contract Management
Another key aspect of the role involves reconciling budgets related to grants and contracts. This includes inputting, revising, and monitoring grant and contract budgets, ensuring they align with the respective grantor’s budget. A critical responsibility is reviewing and posting transactions related to grants, ensuring accuracy and consistency. The role also requires reconciling various grants and contracts, often involving direct communication with campus grant administrators and external agencies to request reimbursements. Furthermore, the job involves managing the indirect costs associated with grants, ensuring these are appropriately charged to grant accounts, and preparing monthly and year-end adjustment entries as necessary.
Cash Management and Payment Processing
Managing petty cash and an assigned cash drawer is another important responsibility. The employee is required to accept and process payments, whether in cash, check, or credit, ensuring that all transactions are handled accurately and efficiently. Maintaining the integrity of cash handling and making sure all procedures follow institutional policies are critical elements of this duty.
Administrative and Backup Support
This role includes various administrative duties, such as collecting and organizing data into electronic spreadsheets and maintaining time and effort (T&E) records for staff compliance. The position also serves as a backup to other Business Office staff, providing support as needed across different functions. Additionally, the employee may be asked to explain the organization's accounting and budgeting systems, procedures, and processes to others within the organization, contributing to cross-departmental training and knowledge sharing.
Compliance and Policy Management
The position ensures compliance with internal policies and external regulations, particularly in the areas of budgeting and grant management. This includes maintaining and monitoring time and effort reporting policies and forms submitted by staff, verifying that all fiscal activities adhere to established standards and guidelines. The role requires regular evaluation of procedures and the implementation of necessary changes to enhance overall compliance and efficiency.
Other Work Responsibilities
The employee is responsible for maintaining professional growth through workshops and affiliations, staying updated on industry trends. Safety is prioritized through adherence to work practices and policies, ensuring no injuries occur. The role also includes ensuring compliance with college policies and relevant state and federal regulations, while fostering effective collaboration with colleagues, staff, students, and administrators from diverse backgrounds. Additionally, the employee may be asked to perform other related duties as required.

Required Work Schedule and Work Environment
Basic work schedule is 8:00 am to 5:00 pm, Monday through Thursday and 8:00 am to 2:30 pm on Friday. Hours may be adjusted to meet the needs of the department.
Work is sedentary in nature with frequent repetitive hand and wrist motions. Frequent use of computer and exposure to terminal screens in performing work assignments. Frequent need for oral and auditory communications. Occasionally kneel, stoop, crouch, crawl, reach, and lift and carry up to 25 lbs., unassisted. Ability to communicate using verbal and/or written skills for accurate exchange of information with faculty, staff, professionals, students, and the public.MINIMUM QUALIFICATIONS
At the time of application, all candidates must possess the following:
- Bachelor’s degree in Business or other related degree with a minimum of 18 quarter or 12 semester hours in accounting, auditing, or budgeting from a regionally accredited institution. (The following may be determined at the discretion of the college: Professional experience may substitute for education but not the credit hours. A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant may be substituted for the relevant professional work experience.)
- One (1) year of relevant professional work experience including accounting, auditing, budgeting, or other fiscal analyst type work experience.
- Proficient in the use of Excel. Includes experience creating and utilizing complex, computerized spreadsheets to perform fiscal tasks.
ADDITIONAL DESIRABLE QUALIFICATIONS
- Experience in accounting/finance within a public entity, preferably in a community college or higher education setting.
- Experience with PeopleSoft.
- Bicultural experience.
