General Responsibilities :
Plan, develop, coordinate and direct engineering projects as assigned. Perform work involving conventional engineering practices but may include various complex features such as conflicting design requirements, unsuitability of conventional materials and difficult coordination requirements. Plan and execute laboratory or field research. Apply advanced knowledge of scientific research or engineering principles and practices in broad areas of assignments and related fields. Make decisions independently on technical problems and methods and represent the project in conferences to resolve important questions, and to plan and coordinate work. Devise new approaches to problems encountered. Use a wide application of complex principles, theories and concepts in the specific field, plus may have working knowledge of other related disciplines to provide solutions to a wide range of difficult problems; ensures that improvement and changes are implemented as specified.
Essential Job Functions :
- Assist with piloting optimization studies primarily focused on using the mobile pilot plant but not excluding any treatment optimization work necessary at any BWW infrastructure.
- Assist with operations and maintenance of all research infrastructure, including but not limited to bench and online analytical equipment, pilot plant equipment, and field test equipment.
- Assist in applying scientific methods and research experience to design studies and sampling schedules to be conducted by BWW research staff and necessary support members.
- Assist with research data entry, submission, analysis, and creation of graphs, charts, and presentations of various in process and completed research and innovation projects to the relevant internal stakeholders as well to local and national organization conferences such as but not limited to AWWA and the AL / MS section of AWWA.
- Perform engineering for capital construction and maintenance projects on pumping stations, filter plants, storage facilities, wells, reservoirs and other water works facilities and equipment; research and plan future system and facilities requirements
- Manage design and construction projects designed in-house by engineering consultants.
- Provide project management of various water works facilities and equipment projects.
- Design and provide project management of various projects such as pumping stations, pressure-reducing stations, tanks, clarifiers, lift stations, major water mains, and other improvements.
- Prepare equipment specifications required by the facility or the Purchasing Department. Perform bid openings and prepare bid tabulation for approval.
- Prepare a scope of work, contract documents and specifications for bidding and procuring equipment and annual bids for stock materials and items.
- Write requisitions and coordinate with the Purchasing Department and Accounting Department.
- Develop project estimates and establish budgets, enter work orders and close projects
- Coordinate and review work performed by consulting engineers and contractors.

- Demonstrate a working knowledge of water transmission and storage applications, including pumps, clear wells, piping, reservoirs, etc.
- Demonstrate a working knowledge of multiple pressure systems used by the organization.
- Read and decipher regulations and industry codes, e.g., AWWA, OSHA, ASTM, ANSI, and explain requirements of same to others.
- Display a technical knowledge of water system engineering calculations, construction methods and materials.
- Demonstrate an in-depth knowledge of hydraulic principles, including those for storing and distributing water supplies.
- Perform construction and inspection in areas such as concrete, steel, soils, coating systems, piping, etc.
- Perform engineering for capital construction and maintenance projects on pumping stations, filter plants, storage facilities, wells, reservoirs and other water works facilities and equipment; research and plan future system and facilities requirements
- Manage Water Quality Initiatives (WQI), which includes influences on watershed management, treatment management, distribution system management and piloting at bench scale.

Education :
Master’s degree in an environmental-related field and enrolled in a Ph.D. program in an environmental-related field required.
Certifications
Valid Driver’s License requiredFundamentals of Engineering (FE) license requiredProfessional Engineer license preferredADEM Grade IV certification required or pass certification test within 36 months of hire date
Experience :
Eight (8) years of experience in related environmental engineering research, design, construction engineering and project management. Five (5) years of experience supervising, planning, organizing, scheduling, assigning and evaluating the work of paraprofessional and technical employees.
Supervision :
May supervise, plan, organize, schedule, assign and evaluate the work of paraprofessional and technical employees.
