General Responsibilities
Perform professional engineering work in the planning, designing and constructing of the electrical and instrumentation elements of water works projects; participate in contract negotiations to provide electric power resources; and perform other related duties as assigned. Interface with other project engineers and departments regarding their electrical engineering needs.
Essential Job Functions
Bachelor’s degree in Electrical Engineering or related field from accredited University required. Advanced degree preferred.
Certifications
Ten (10) years of experience in systems and design such as industrial power system components control, design systems for water treatment plants, instrumentation and control elements and development of contract specifications and drawings required. Experience in control panel design, calibration of instrumentation and control Elements; two (2) years in a supervisory or project team lead capacity.
In-depth knowledge of NEC, electrical safety in the workplace, arc flash analysis and studies, pump station analysis and design, HVAC controls, PLC programming, IBC, IEBC, NFPA, local city and county codes. Experience in analyzing, simulating, monitoring, controlling, optimizing, and automating electrical power systems using analytical electrical engineering software such as ETAP or SKM. Excellent analytical, organizational, computer and interpersonal skills.
Experience in quality programs and applications such as six sigma, lean systems, quality assurance, and quality control inspection. Expert knowledge and experience managing multi-million-dollar water utility or related capital improvement and O&M cost programs. Experience with Microsoft Office Suite (Word, Excel, Project). Strong analytical, project management and communication skills.

Essential Job Functions
- Complete engineering assignments requiring judgment and initiative in developing solutions to problems.
- Performs electrical and control systems engineering planning for capital construction and maintenance projects on water treatment systems, pumping stations, storage facilities and other water works facilities and equipment.
- Plan for future system needs, develop and implement maintenance and construction design projects from inception to completion.
- Create newly approved bid projects in SAP for project management and tracking.
- Oversee the project team for the life cycle of the project. This includes the setup of security clearances, contractor schedule approval, an inspection of work performed and closeout of the project.
- Research and identify project design requirements; perform complex calculations and prepare estimates of time and material costs
- Serve as the discipline project engineer for projects designed in-house and by engineering consultants.
- Oversee the design and installation of instrumentation and process control elements.
- Prepare plans and specifications for constructing and installing electrical and control systems to ensure installation and operations conform to standards.
- Collaborate with other engineers and departments regarding potential engineering projects.
- Monitor work in progress, including field investigations, to ensure compliance with approved plans, specifications and standards; compile and maintain approved project records. Perform the final acceptance test, which includes working with operators and updating the O&M manual.
- Research, develop and recommend standards, specifications and procedures for constructing, operating and maintaining electrical and control systems equipment.
- Compile data and write reports regarding existing or potential electrical engineering studies or projects.

- Perform detailed calculations to compute and establish construction or installation standards or specifications and prepare specifications for purchases of materials and equipment.
- Supervise or train project team members as necessary.
- Inspect completed installations and observe operations to ensure conformance to design and equipment specifications and compliance with operational, safety, or environmental standards.
- Plan or implement research methodology or procedures to apply principles of electrical theory to engineering projects.
- Lead a pre-bid conference to ensure all vendors have the appropriate information to submit for the approved project and manage the receipt of open bids as required by Alabama Bid State Law for each project.
- Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Ensure all Organizational policies and guidelines are adhered to and administered correctly, including the HR Management Guide, Employee Handbook, reviewing and approving timesheets, expense reports, complying with applicable employment laws, purchasing guidelines, bid law, etc.
