What are the responsibilities and job description for the Procurement Officer position at Bismarck, City of (ND)?
This position is responsible for coordinating the city’s procurement functions and verify compliance with City’s procurement ordinances and policies.• Assist City departments with compliance with procurement ordinances and policies.
• Helps City staff with plans for the purchase of equipment, services, and supplies.
• Guides department and assists with reviews, compares, and analyzes products and services to be purchased.
• Identifies and reviews purchasing and pricing records with departments.
• Prepares and manages the City’s procurement policy.
• Coordinates meetings with department directors and staff, if necessary, to obtain consensus of procurement rules, policies, and procedures.
• Research valid procurement practices to obtain procurement solutions and processes that comply with the City’s existing procurement ordinances and policies.
• Develops procurement plan(s) for capital projects in accordance with City’s procurement ordinances and policies in order to avoid procurement issues and pitfalls.
• Review and verify that the procurement performed by departments complies with procurement ordinances and policies.
• Review bid documents, contracts, quotes, and other documents to validate compliance with procurement ordinances and policies.
• Monitor procurement processes at City departments and provide guidance, as necessary, to improve procurement compliance and processes.
• Assist certain departments with procurement of goods and services that provide a City-wide benefit.
• Communicate effectively with department directors, City staff, administration, City attorney, fiscal services division, and Finance Director regarding procurement compliance.
• Manage the contract management software and contract expiration dates and deadlines.
• Assist with benefit/cost analysis of procurement of goods and services.
• Performs related duties.• Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a related field.
• Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with two years’ experience or service.• Knowledge of the procurement process.
• Knowledge of procurement ordinances, policies, procedures, and North Dakota Century Code (NDCC).
• Knowledge of common procurement processes.
• Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
• Knowledge of computers and job-related software programs.
• Ability to write and analyze requests for proposals (RFPs).
• Skill in analyzing procurement situations and identifying potential solutions.
• Skill in problem solving.
• Skill in prioritizing and planning.
• Skill in interpersonal relations.
