Quality Assurance Support Representative (QA Rep) to provide observation and reporting support to the United States Army Corps of Engineers ("USACE" or the "Government") on projects at Holston Army Ammunition Plant (HSAAP) near Kingsport, TN. QA Rep will report on site daily and provide Quality Assurance (QA) services to the Government Project Engineer, in support of Hayat Brown's Construction Management Services (CMS). QA Rep will observe and report on civil construction projects mainly involving a quarter-mile roadway construction project and initial site civil and foundation works related to an industrial disposal complex.
Job Requirements :
QA Rep services to be provided are identified below. Although the QA Rep may make recommendations or provide opinions, ONLY GOVERNMENT employees will make decisions pertaining to acceptability of work or contract interpretations. QA Rep will provide observation and reporting of the Construction Contractor to ensure compliance with contract requirements and standards in accordance with the USACE 3-Phase inspection program.
- Daily Observations. Observe Construction Contractor performance, and whether they are in full compliance with contract plans, specifications, approved workplans and submittals, EM 385-1-1, OSHA requirements, etc.
- Daily Inspection . Inspect Construction Contractor plant, materials, and equipment per contract requirements, contract plans, specifications, approved workplans, EM 385-1-1 and OSHA requirements.
- Photographic History . Take photographic documentation and maintain a digital photographic history of the project(s). Photos will also be taken of the following events : existing conditions prior to construction, disputed work items, work that must be duplicated replaced or removed, completed work, extra work, etc.
- Daily Report . Report daily observations, inspections, photographs and other information into Resident Management System (RMS) and via Microsoft Office suite of products, Adobe Acrobat, and other commonly used software products.
- Review QC Reports. Review Construction Contractor's daily Quality Control (QC) Reports.
- Meetings. Attend preconstruction and pre-performance conferences, quality control coordination meetings, progress meetings, safety meetings, etc.
- Punchlist. Prepare and provide inspection of punch-list corrective actions and coordinate final inspections, in coordination with Government Project Engineer or designee.
- Schedule. Review Construction Contractor Schedule updates.
- Monthly Progress Reports. Provide a monthly progress report in narrative form, with a summary of activities performed that month, project schedule evaluation, pending action items, and problems and recommended solutions.
