Description
Reports to the OA-CTS director. Directly supervises the CTS specialists. Responsible for the management, supervision, and coordination of CTS, in compliance with government and management directives.
Job Description
- Plans, coordinate, and supervise the administrative and programmatic activities of the CTS department.
- Evaluate staff performance, provide staff training, and implement department and personnel changes as approved by the OA-CTS director and coordinated with the human resources manager prior to implementation.
- Oversee the management of employability development efforts for each student from career development through career transition phases of the Career Development Student Services (CDSS).
- Develop and implement new and revised policies and procedures affecting CTS.
- Review and audit the required percentage of active student files monthly to ensure policy requirement compliance and effectiveness of delivery of services to students. Prepare and submit related reports.
- Develop CTS budget, monitor and control expenditures; review and recommend changes to budget authorizations.
- Coordinate CTS with center staff, government, state, and local organizations as necessary.
- Develop and ensure adherence to the center CTS plans.
- Ensure timely and accurate submission of reports and other documents to appropriate national, regional, corporate, and center staff.
- Develop and implement CTS strategies and ensure achievement of DOL and MTC goals.
- Participate in the Industry Advisory Council (IAC).
- Maintain a safe and clean work area that models high standards for a work environment.
- Provide positive, quality customer service to students, staff, and other center customers.
- Ensure students learn and practice set behavioral expectations that support employability and social development for career readiness success.
- Support, promote, and enforce the Job Corps’ Zero Tolerance Policy.
- Promote the development of Career Success Standards by modeling appropriate behaviors, mentoring students where necessary, and monitoring both positive and negative behaviors through interventions.
- Maintain accountability of staff, students, and property; adhere to safety practices; attend all required training.
- Follows CDSS plan and Code of Conduct system daily.
- Assists with quarterly graduation exercises.
- Adheres to required property control policies and procedures.
- Maintains good housekeeping in all areas and complies with safety practices.
- Complies with all DOL guidelines, OFCCP regulations, Quality Assurance Plan (QAP), Job Corps notices and bulletins, and Center policies and procedures.
- Demonstrates and abides by The Bizzell Group’s core values and operating principles.
- Models, mentors, and monitors appropriate Career Success Standards.
- Participation in PRH-mandated staff training is mandatory. Failure to participate may result in disciplinary action up to and including termination.

Requirements
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Proficiency with advanced Microsoft Office applications including Word, PowerPoint, Outlook, and Excel.
Computer Literacy with basic computer functions, email, internet, and basic programs such as Adobe Acrobat.
Strong knowledge of the subject area of instruction and academic teaching practices.
High level of communication, interpersonal skills, and organizational skills.
High level of ability to motivate, inspire, and educate students effectively.
Experience
Bachelor's degree in human services, psychology, counseling, education, social science, business, communications, or closely related field, and two years related supervisory experience; or Associate’s degree and four years related supervisory experience required.
Excellent written and verbal communication skills and computer proficiency are also required.
Valid driver’s license with an acceptable driving record.
