Role Description
This is a full-time hybrid role for a Senior General Counsel Associate at BKS Law Firm, PC. The role requires high-level legal counsel and strategic guidance to BKS's public agency clients on issues related to water law, natural resource management, environmental compliance, open meeting act requirements and regulatory affairs. This role involves advising leadership and boards of BKS's public agency clients, ensuring compliance with state and federal water laws, overseeing litigation, and negotiating agreements related to water rights, environmental policies, and intergovernmental cooperation. The attorney will work closely with government officials, regulatory agencies, external counsel, and stakeholders to support the client's legal needs. While BKS is based in Sacramento, it has clients statewide. The position is full time. Depending on the candidate, the position may be in office, hybrid or remote.
Qualifications
- Represent public agency client boards at public meetings, regulatory agency meetings and legislative sessions.
- Provide legal counsel on water rights, water resource planning, groundwater management, environmental regulations, and open meeting act requirements.
- Analyze and interpret federal, state, and local water laws, administrative rulings, and policy changes affecting agency operations.
- Draft, review, and negotiate complex agreements, including water rights transfers, intergovernmental agreements, public works contracts, and public-private partnerships related to water infrastructure.
- Excellent analytical and problem-solving skills.
- Strong written and verbal communication skills.
- Juris Doctor (JD) degree from an accredited law school.
- Admission to the California State Bar is required.
