The mission of the Corporate Information Technologies Department (CIT) is
to use technology to enable IFC’s strategic priorities and to support business
and operations. By acting as the technology partner and business enabler, the
department provides state-of-art IT solutions to support IFC’s operations. CIT
is seeking an experienced IT professional to augment the Data Architecture
and Data Platforms function within the IFC’s Architecture and Technology unit
(CITAT).
Requirements
• Build a strong data architecture practice, aligned with the WBG enterprise
architecture and data management strategies and principles, to guide the
implementation of all IFC’s systems.
• Lead strategy development, architecture design, compliance model
definition, analysis and reporting, and support data management operations.
• Support the multi-year transition to NextGen Data platform, from “on
premise” implementations to cloud-based technology.
• Ensure sound architectural practices are adopted and applied within the
IFC IT program that would lead to optimization of the IFC IT landscape,
applying such approaches as re-use, skillset sharing, outsourcing and
standardization.
• Actively contribute to data management process establishment, funding
management, multi-vendor team management, as well as program and
project management.
• Establish and maintain robust coordination with multiple teams across
infrastructure, Office of Information Security, database administrators,
project managers, portfolio PMOs, innovation initiatives, subject-matter
experts, and various business stakeholders.
• Engage with business leads and stakeholder groups to support IFC’s data
strategy and data related business transformation programs.
• Spearhead different centers of excellence within the data management
function that would transform the technology stack, processes and people
and move IFC to the new optimized data landscape.
• Coordinate with IFC’s lines of businesses and IT units to mature IFC’s data
practices, align with WBG’s IT strategy, as well as corporate data
governance and data privacy activities.
• Guide IFC’s data platform renewal program, serving as a central focal point
for CIT.
• Plan and design transformation from current state to target state data
architecture.
• Design patterns, standards, and models that govern and define the type of
data collected and how it is used, stored, managed, and integrated within
the CIT.
• Evaluate new approaches, technologies, and processes that would help
grow IFC’s business through more effective use of data and information.
• Advance IFC’s analytics agenda and align it with business priorities.
• Build an expertise in cloud modernization, master data management, and
implementation of data governance projects.
• Participate in conceptualization and high-level design phases of data and
information driven projects.
• Mentor and provide guidance to members of various data practice groups
and contribute thought leadership focused on the development and evolution
of data management, analytics, and governance methodologies.
• Direct and support opportunity identification, proposal development, and
the pursuit of activities to improve IFC’s data management practices.
Selection Criteria
• A Master’s degree with 8 years of relevant experience, or a bachelor’s
degree with 10 years of relevant experience.
• Industry recognizable management and technical certifications in data
management, architecture, or related areas, are an advantage.
• Clear mastery of IT information systems management state-of-the practice, including proven awareness of fundamental aspects of business
applications management, enterprise data store approaches and modern
data management practices.
• Strong understanding of the various dimensions of Enterprise Architecture.
• Create roadmaps and integration plans to increase interoperability across
architectures.
• Subject matter expertise in data integration, data governance, data issues
management, metadata management, data lineage, and broad-scale data
discovery techniques.
• Proven and demonstrated experience in implementing Data Warehouse
and Data Lake solutions for reporting, analytics, and data mining.
• Ability to exercise technical vision while coaching and collaborating with
junior architects/engineers.
• Proven experience of collaborating with business partners and technical
teams to develop technical requirements and design robust and flexible data
solutions in alignment with the enterprise strategy.
• Knowledge of IFC and World Bank’s systems a plus, though not
mandatory, including information reporting, document management, web
management, application security, enterprise resource management, risk
management and other corporate systems.
• Clear comprehension of and appreciation for the postulates and practices
of IT Governance.
• Exceptional interpersonal, facilitation and negotiation skills to build
partnerships with a network of key internal and external stakeholders. Track
record for working with diverse groups to build consensus and driving
integrated implementations.
• Ability to lead by example, in promoting a culture of continuous
improvement by finding solutions that increase efficiency, accelerate the
adoption of new technologies and contribute to business growth.
• Solid experience with data practices and technologies, including data lakes,
data warehousing, data integration patterns (ETL, services, messaging),
analytics and business intelligence.
• Experience implementing MDM, data lake in large enterprises.
• Experience implementing big data solutions using Azure or AWS cloud
technologies.
• Experience in creating complex data models for OLTP, Data Warehouse,
logical Data warehouse application.
• Hands-on experience in developing systems that leverage multiple cloud
services in Azure (preferred) and/or AWS, especially in data technologies.
• Working knowledge of integration patterns and CI/CD pipelines.
• Experience working with Agile methodologies (Scrum, Lean Startup, XP)
and multi-functional teams (Product Owners, Scrum Masters, Developers,
Designers, Data Analysts).
• Must be a clear and logical thinker with an open and innovative mind, and
the ability to think outside the box.
• Open mindedness, willingness to transform, and the ability to act as a
“change agent” both within CIT and for IFC.
• The ability to handle tough deadlines, and multiple demands from multiple
sources.
• Positive attitude and highest ethical standards are a must.
