Description:
We are seeking an experienced Program Manager to lead and oversee a large-scale contract developing a hybrid cloud Lab Environment to support application development, modeling and simulation (M&S), data integration and various supporting elements and domains.
Candidate must ensure all contractor personnel and program requirements are effectively managed and executed in accordance with the Statement of Work (SOW).
The Program Manager will serve as the primary management point of contact, interfacing with key stakeholders to ensure mission success.
Key Responsibilities:
Serve as the primary liaison between the contractor team and government stakeholders, ensuring all requirements are met efficiently and effectively.
Provide strategic oversight and direction for program execution, ensuring alignment with contractual obligations, budgets, and timelines.
Lead and manage contractor staff, ensuring optimal performance, productivity, and adherence to program objectives.
Oversee program operations within laboratory environments, ensuring compliance with safety protocols, best practices, and operational efficiency.
Ensure seamless collaboration with Intelligence Community (IC) partners, leveraging experience working within or alongside NRO and other IC organizations.
Develop and implement project management strategies, risk mitigation plans, and process improvements to enhance program effectiveness.
Monitor key performance indicators (KPIs) and deliver regular reports to stakeholders, ensuring transparency and accountability.
Maintain compliance with all contractual, security, and regulatory requirements.
Minimum Qualifications:
Six (6) years of Program Management experience leading programs or projects of similar size, scope, and complexity.
Four (4) years of experience supporting laboratory environments, ensuring operational efficiency and compliance.
Experience Managing contracts that involve the design, deployment, or integration of cloud-based solutions within secure environments.
Ten (10) years of relevant experience working within or supporting Intelligence Community (IC) organizations, including at least six (6) years supporting the National Reconnaissance Office (NRO).
Bachelor s degree in Business, Science, Technology, Engineering, or Mathematics (Advanced degrees preferred).
Project Management Professional (PMP) certification or a comparable industry-recognized certification.
Preferred Qualifications:
Master s degree in a relevant field.
Strong leadership, communication, and stakeholder management skills.
Demonstrated ability to manage complex technical programs in high-security environments.
