The Assistant Director of Finance performs difficult professional work developing and maintaining financial reports, coordinating the administrative functions of the Town, assisting with preparation of financial statements, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Finance. Departmental oversight is exercised over all personnel within the department.
Shift Hours: Monday - Friday, 8:00 am to 5:00 pm

Serves as Acting Director in the absence of the Director
Assists in the development and preparation of audit works papers supporting the annual external audit process
Assists in the preparation of the Annual Comprehensive Financial Report
Manages the Town’s contracts for the annual Cost Allocation Plan and Other Post Employment Benefits (OPEB) Actuarial Valuation
Makes recommendations on improving operational efficiencies
Oversees grant tracking
Oversees recording and depositing of funds owed to and collected by the Town
Assists the Finance Director with the development of departmental policies, procedures, and internal accounting controls
Reviews all expenditures, revenues, and general ledger accounts monthly for accuracy and provides regular analysis and reconciliation of all balance sheet accounts
Performs daily cash reconciliation
Performs monthly bank reconciliations
Manages the fixed asset system, including the recording of fixed assets
Assists in the audit, cash, debt management and preparation of the monthly and annual financial statements for the organizations for which the Town serves as Fiscal Agent
Prepares monthly financial reports and other periodic information as needed
Reviews and authorizes accounts payable items for payment
Reviews and authorizes payroll for payment
Reconciles sub-ledgers to the general ledger on a predetermined schedule
Assists in the general management of the department including supervision of the divisions in Finance and attendance at staff meetings and external and internal trainings
Performs other projects as assigned by the Director
Thorough knowledge of modern office methods, practices, and equipment
Ability to prepare and maintain complex financial reports and records
Ability to analyze and evaluate complex financial systems
Ability to establish and maintain effective working relationships with Town officials, associates and general public
Ability to express technical ideas effectively, both orally and in writing
Education and Experience
Bachelor's degree in finance, accounting, business administration or closely related field and four or more years’ experience directly related to municipal government finance or similar public sector, or equivalent combination of education, training, and experience
Certified Public Accountant or other equivalent certifications highly desirable
Special Requirements
Fidelity bond required
Certified Public Accountant within one year of hire
Valid driver’s license with a satisfactory driving record
