What are the responsibilities and job description for the Payroll Specialist position at Blacksburg, Town of (VA)?
Performs intermediate administrative work preparing and processing payroll, Federal and State income taxes withholding reports, benefit payment, and related work as apparent or assigned. Work is performed under the limited supervision of the Accounting Supervisor.
Shift: Monday - Friday, 8:00 am to 5:00 pm

- Maintains strict confidentiality regarding all payroll and employee records
- Reconciles and ensures monthly payments for benefit vendors
- Enters new hire paperwork, pay and other changes for existing employees
- Enters bi-weekly time sheets for Finance, Airport and Fire Department
- Sets up and maintains garnishments and other employee deductions, taxes and benefits
- Prepares, calculates and transmits payroll taxes
- Prepares and submits monthly, quarterly and annual tax reports
- Maintains payroll filing-paper and electronic documents
- Transmits payroll direct deposit file to the bank
- Process back-up and update, month end, quarter end or year end
- Process W-2's and year end reporting
- Prepares employment and pay verifications as requested
- Assists with processing citizen payments on a rotation basis
- Attends training as necessary
- Thorough knowledge of the insurance and benefit billing practices and related record keeping
- Thorough knowledge of payroll administration, procedures, methods and techniques
- Skill in the use of personal computers and related software packages, hardware and peripheral equipment
- Ability to communicate effectively orally or in writing
- Ability to maintain technical records
- Ability to establish and maintain effective working relationships with associates and benefit vendors
Associates/Technical degree with coursework in Accounting or Business Administration, or related field and moderate experience in payroll processing, or equivalent combination of education and experience
Special Requirements
- Fidelity bond required
- Valid driver's license with a satisfactory driving record
- NaviLine proficiency within six months of hire
- The frequent exertion of up to 10 pounds of force
- Work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling and repetitive motions, frequently requires lifting and occasionally requires standing, walking and stooping, kneeling, or crouching
- Work requires close vision and ability to adjust focus

Salary : $43,357 - $45,109
