FLSA Status: Full-Time 40 hours/week Non-Exempt

Pay Grade: 8/9

General Statement of Duties:

  • Examines building plans for code compliance and inspects simple and complex structures to ensure conformity to building codes. Conducts inspection of elements of building projects as they relate to planning and zoning matters.
  • Primary Job Responsibilities:
  • Responds to and serves the public with outstanding customer service skills.
  • Inspects property (may include steep slopes, river banks, developed and undeveloped property).
  • Inspects new buildings, additions, and alterations of existing buildings for compliance with the currently adopted editions of the International Building Code, International Residential Code, and the International Energy Conservation Code.
  • Reviews basic construction documents for code compliance.
  • Assists the public with building permit applications and code requirements by telephone, email, in-person in the office, and in the field.
  • Updates and maintains records of plans, applications, field inspections, plan examination time, and other pertinent records.
  • Reads and interprets adopted codes, technical manuals, drawings, instructions, and specifications as related to construction projects.
  • Assists the Certified Building Official and Permit Technician with the daily operations of the building department.
  • Coordinates and schedules inspections for the office.
  • Performs additional duties as assigned by the Building Services Director.

Education and Work Experience:

Building Inspector I/Plans Examiner:

  • High school diploma or equivalent required, and three (3) years of experience in either inspection or a supervisory role within the construction field.
  • International Code Council certification as Residential Building Inspector within 180 days of employment.
  • International Code Council certification as Residential Plans Examiner within 180 days of employment.

Building Inspector II/Plans Examiner:

  • High school diploma or equivalent required, and six (6) years of experience in either inspection or a supervisory role within the construction field.
  • International Code Council certification as Residential Building Inspector within 180 days of employment.
  • International Code Council certification as Residential Plans Examiner within 180 days of employment.
  • International Code Council certification as Commercial Building Inspector within 2 years of employment.
  • International Code Council certification as Commercial Building Plans Examiner within 2 years of employment.

Communication Skills:

  • Ability to read and analyze architectural and structural building plans, technical procedures, or governmental regulations; business correspondence; proficient in map reading; effectively present information and respond to questions from groups of managers, property owners, and the general public.

Computer and Mathematical Skills:

  • Ability to work with mathematical concepts such as fractions, percentages, ratios, and proportions to apply to practical situations.
  • Knowledge of GIS/ArcView, permit tracking, and plan review software.
  • Ability to skillfully utilize Microsoft Office applications including Excel, Word, and Outlook, and the ability to operate other standard office equipment.

Reasoning Ability:

  • Ability to solve practical problems and deal with a variety of situational variables where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Other Knowledge, Skills, and Abilities:

  • Knowledge of Idaho Code pertaining to building, energy, and fire codes as they relate to county functions.
  • Ability to detect hazard and violations and recommend corrective measures during field inspection work.
  • Ability to enforce regulations with firmness, consistency, tact, and courtesy in field inspection work.
  • Skilled in establishing and maintaining effective working relationships with co-workers, property owners, the general public, appointed and elected officials, and representatives from other local, state, and Federal agencies.
  • Ability to communicate effectively both verbally and in writing.
  • Skilled in working with diverse groups to set priorities and formulate a program to accomplish multiple objectives.
  • Ability to remain calm, objective, and impartial under stressful conditions.
  • Ability to gather and analyze data, come to a conclusion and develop and communicate a plan of action to solve problems.
  • Ability to meet deadlines while working in a fast-paced environment.
  • Ability to multitask with multiple interruptions.
  • Must possess a valid Idaho Driver’s License.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Working Environment

  • Work is usually conducted alone and spent mostly on building sites. Building sites are often dirty and cluttered with tools, materials, or debris. Much of the time is spent outdoors in all types of weather. However, some time is spent indoors, reviewing blueprints, answering letters or telephone calls, writing reports, and scheduling inspections; frequent use of computers and standard office equipment; may work under stress of deadlines.
  • The Building Inspector I/II Plans Examiner will walk and move about construction jobs in any stage of completion. This includes climbing ladders, riding on an open platform hoist, crawling around in tight spaces, and working many stories above the ground.
