This individual will lead and manage strategic business pursuits with the U.S. Department of Health and Human Services (HHS), including the National Institutes of Health (NIH) and the Administration for Children and Families (ACF), as well as other federal departments and agencies. The Capture Manager will play a critical role in driving growth by developing and executing strategies to secure new opportunities, foster relationships, and deliver innovative solutions aligned with client priorities.

Responsibilities
- Capture Strategy Development
o Identify and qualify new business opportunities within HHS and other federal departments and agencies.
o Maintain, track, and update an active, company-wide pipeline of opportunities for current and out-years.
o Monitor procurement forecasts, RFIs, and RFPs to identify upcoming opportunities.
o Develop and execute comprehensive capture plans, ensuring alignment with company goals and client needs.
o Conduct competitive analysis, risk assessments, and market research to inform strategic decision-making.
o Drive data-driven decision-making, analyzing pipeline metrics and making resulting recommendations to strengthen new business capture.
o Stay informed of government trends, initiatives, and priorities within HHS, including biomedical research, public health, healthcare innovation, human services, training and technical assistance, and IT and AI.
o Leverage insights to identify areas for expansion and drive solution development.
o Build and maintain strong relationships with key stakeholders, including government officials, program managers, and contracting officers within HHS, NIH, and ACF.
o Collaborate with partners and subcontractors to form winning teams for opportunities.
o Lead cross-functional teams, company-wide, in developing compliant, compelling proposals that address client requirements.
o Write substantial sections of proposals and review and edit the work of other team members.
o Collaborate with technical, pricing, and operations teams to craft innovative and competitive solutions.
