Blue Cross and Blue Shield of Kansas is looking to add to our Enterprise Planning & Alignment team and has a new opportunity for an Enterprise Planning and Alignment Analyst. This position partners with stakeholders to understand and capture enterprise and divisional strategies to support the achievement of enterprise goals while also providing enterprise work visibility to ensure enterprise portfolio alignment. The EP&A Analyst provides guidance and manages the initiation and planning of enterprise work, as well as collaborates on the creation of enterprise and functional roadmaps. This position assists with the evaluation and preparation of initiatives for review, approval, and oversight by leadership and cross-functional forums with the goal to ensure sound, quality, cost effective solutions are formed, communicated and implemented. The position partners closely with the Project Management Office to ensure the scope is fully understood during planning and into implementation.

This position can be filled at either level I, II or Senior level, based on education and experience.

What you’ll do
- Work closely with business stakeholders to monitor department vision and assist in roadmap creation and project/program initiation and planning, including meeting facilitation, eliciting scope/capabilities, estimating resources and tasks, as well as creating, managing and controlling project schedules and resources. Supports vendor evaluation and the development of project budgets, cost/benefit analysis, vendor analysis and contracting.
- Assist with creation of enterprise work business proposals and assessments and support their presentation at cross-functional forums.
- Assist with project/program team assignments. Collaborate to produce effective teams and actively support team decisions.
- Act as a partner to stakeholders in assessing enterprise needs and be a champion of organizational change.
- Interact and partner with business stakeholders and sponsors, project/program managers, architects, and development staff. Ensure the correct stakeholders are actively participating to clarify understanding of high-level business needs and requirements.
- Guide, mentor and train business areas in established processes, policies and procedures, as well as BCBSKS project management and software development life cycle (SDLC) and collaborative 12-week planning best practices.
- Ensure that ideas and information are shared between divisions/departments.
What you need
- Bachelor's degree in business administration, computer science, information technology or related field.
- In lieu of bachelor's degree, minimum of 4 years' experience (6 for level II, 8 for senior level) in roles requiring cross-functional and strategic collaboration, team leadership, experience in information technology, systems/project/scope definition, implementation experience, system design and/or project management experience.
- Experience utilizing Microsoft applications (e.g., Word, Excel, PowerPoint, etc.) is required.
- For level II and senior level: Minimum of 3 years' experience (level II) or 5 years’ experience (senior level) in roles requiring cross-functional collaboration with experience in information technology, systems design and/or project definition and implementation.
- Ability to work in an office and/or hybrid environment.
- Ability to sit for extended periods of time.
- Prolonged use of computers and technology.
- At times, some light lifting and material set up necessary.
Knowledge/Skills/Abilities
- Accountability: Must be able to effectively manage multiple projects simultaneously, problem solve in fast paced environment and work effectively under deadline pressure with minimal supervision. Be proactive, self-motivated, logical and objective.
- Analytical Skills: Intermediate analytical, problem solving, and research skills with the ability to analyze business problems and support selection of effective, viable solutions for the enterprise. Process-driven analysis skills and background in various scope elicitation methods.
- Collaboration: Demonstrate well-developed interpersonal skills, consensus building, organizational skills and enterprise change management skills. The position requires experience and adaptability to collaborate with people at a variety of levels, internally and externally. Collaborate and communicate with other EP&A Analysts and facilitate collaboration with cross-functional teams. Strong desire to continually seek opportunities to increase customer satisfaction and deepen client relationships.
- Communication Skills: Ability to communicate professionally and effectively with all levels of stakeholders in written and verbal manner is critical. May need to maintain confidentiality and communicate sensitive information tactfully. Good presentation and meeting facilitation skills, as well as strong active listening skills and the ability to document and communicate technical concepts in an easily understandable manner for non-technical stakeholders is also crucial.
- Technical Skills: Possess knowledge of business applications and applicable technologies across multiple platforms and the ability to expand knowledge. Basic understanding of vendor relations and evaluation, proof of concept and contract/license agreement development and an intermediate ability to support and create requests that will be shared with vendors. Basic understanding of project life cycle, project management and change management principles. Intermediate knowledge of Microsoft Office products, including presentation preparation. Basic understanding of financial and accounting concepts.

- Experience in the insurance industry is preferred.
- Certifications from Project Management Institute and/or International Institute of Business Analysts and/or experience in the insurance industry is preferred for level II and senior level.
