What are the responsibilities and job description for the Waste and Recycling Tech (Part Time Temporary) position at Blue Earth County?
Under direct supervision of the Solid Waste Supervisor, this position performs work in the operation of the Blue Earth County Household Hazardous Waste Facility including safely collecting, handling, sorting, and bulking wastes according to approved procedures. This position may also perform duties at the Ponderosa Landfill, as assigned.
ESSENTIAL FUNCTIONS:
- Collects Household Hazardous Waste (HHW) and other acceptable materials from the public during HHW collections. Receives HHW materials from public participants and evaluates waste acceptability. Assists in collecting user information from public, as needed.
- Interacts with general public at Household Hazardous Waste (HHW) collections. Provides good customer service to public using HHW facility during collections. Provides public with general information about the HHW facility and the HHW program. Assists the public with waste disposal or related questions during HHW collections.
- Sorts collected wastes into designated and approved containers and locations. Prepares collected waste for reuse, recycling or disposal as directed by County Staff and according to County guidelines and Minnesota Pollution Control Agency (MPCA) requirements. Maintains basic awareness of chemical hazards and safe material handling.
- Maintains facility. Performs routine cleaning and maintenance necessary to sustain clean, safe, and orderly working conditions. Assists in keeping facility safe and functional for public use during collections.
- Knows facility safety policies and emergency response procedures. Performs work safely and in accordance with safety procedures. Properly Uses Safety Equipment.
- Interacts positively with internal and external customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers.
- Performs the physical and mental demands of the position.

- High School Diploma/GED OR
- 5 years related experience
- Customer service experience
- Relevant work experience
- Specific experience with hazardous waste management activities
- Knowledge of the MPCA (Minnesota Pollution Control Agency) hazardous waste rules and requirements
- Certification for first aid and CPR
- Must have available transportation and be able to travel to and from the Household Hazardous Waste Facility and other county facilities as necessary.
- Must comply with organizational and departmental policies and regulations.
- Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes.
Schedules vary depending on schedule determined between the employee and the supervisor. The employee will generally work April through October, with typical hours on Tuesdays from 11:30 a.m. to 6:00 p.m. plus one or two additional days per week from 11:30 a.m. to 4:00 p.m. May include one Saturday per month from 7:30 a.m. to 12:30 p.m. Part-time, temporary employees may not work in excess of 29 hours per week or 67 days per year.
