Your Role
The Payment Innovation team leads the design, development, and implementation of value-based payment models . The Program Manager, Consultant will report to the Senior Manager of Payment Innovation. In this role you will be responsible for supporting and/or leading the design of new value-based payment models that support Blue Shield’s strategic goals. Responsibilities include program design, implementation and operational readiness.
Your Work
In this role, you will:
- Support and/or lead the planning and implementation of multiple complex projects/programs spanning across business areas
- Manage project/program planning to ensure completion of key deliverables and reporting
- Lead cross functional project teams, including defining meeting agenda, lead meetings, capture meeting notes and follow-up on action items
- Leverage cross-functional internal and external relationships to drive initiatives forward, make recommendations and influence decision-making
- Support and/or lead the design and implementation of value-based payment models/payment mechanisms spanning across business areas
- Conducts market research and literature review on alternative payment models and clinical redesign efforts
Your Knowledge and Experience
- Requires a bachelor’s degree or equivalent experience
- Requires at least 7 years of relevant prior experience
- Prefers experience in health insurance, preferably with a payor
- Prefers previous experience in supporting the design of a program/initiative end-to-end, including conceptual design, implementation planning and execution, and on-going operational support Prefers previous experience in value-based care design including designing value-based payment models or financial models
Pay Range
The pay range for this role is: $ 109340.00 to $ 164120.00 for California.

Two Ways of Working:
Hybrid (Default): Work from a business unit-approved office at least two (2) times per month (for roles below Director-level) or once per week (for Director-level roles and above). Exceptions:
Member-facing and approved out-of-state roles remain remote.
Employees living more than 50 miles from their assigned offices are expected to work with their managers on a plan for periodic office visits.

On-Site: Work from a business unit-approved office an average of four (4) or more days a week.
