The Information Technology team enables technology solutions for our business partners’ goals to improve member & provider experience. The Release Train Engineer (RTE), reporting to the IT Applications and Shared Services organization, will be a servant leader, facilitator, and coach for an Agile Release Train (ART). The RTE’s primary responsibilities are to expedite business value delivery via the ART by facilitating key events, processes, and ceremonies; orchestrating across teams for integrating the work; as well as communicating with stakeholders, escalating, and resolving impediments, helping manage risk, and driving continuous improvement.

Your Work
In this role, you will :
- lead successful delivery of complex initiatives, programs and value streams across multiple teams' business units and functions by coaching the Agile Release Train (ART)
- Plan and orchestrate Program Increment (PI) planning events to establish PI objectives, key results, & dependencies; and to set / refine the ART’s backlog.
- Facilitate periodic synchronization ceremonies / events (e.g., ART Sync) and demos to integrate inter-dependent work design, development, testing, and release.
- Orchestrate across Teams, Architecture and Technology Enablers, and Business stakeholders to ensure strategy and execution alignment.
- Identify and manage / mitigate risks and bottlenecks / impediments to the ART’s objectives and execution, including escalation where appropriate.
- Coach leaders, teams, and Scrum Masters in Agile practices and BSC-Agile established processes and procedures.
- Track business value delivered via business capabilities and features executed by the ART, as well as quality, predictability, and velocity.
- Continuously improve the flow of value by assessing and improving the practices associated with DevOps and Release on Demand in the Continuous Delivery Pipeline
- Operate within funding and resource budgets and guardrails.
- Establish, document, and continuously improve the ART’s processes and practices, adapting set standards to maximize business value delivery.
- Be an Agile Evangelist by supporting Blue Shield of California’s Agile Transformation, Scaled Agile implementation, and Agile ways of working

Pay Range :
The pay range for this role is : $ 145970.00 to $ 218900.00 for California.
