Blue Sky Innovative Solutions is seeking a qualified full-time Requirements Manager for a new opportunity to support our government customer.
LOCATION: Largo, MD
SUPERVISORY RESPONSIBILITY

POSITION DESCRIPTION The Requirements manager provides executive level data analysis, interpretation, and dissemination to senior leadership and ensure issues are integrated into operational and developmental decisions.
Responsibilities
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES
The work site location will be performed predominantly at the Government offices during core business hours of 7:00 a.m. 6:00 p.m., Monday through Friday on a regular 40 hour per week schedule unless otherwise required by the Manager. Our government customer reserves the right to alter individual work locations(s) and schedules. Additionally, contractors may be required to provide support during evenings and weekends outside the core hours of operations as needed (e.g., emergencies, system maintenance activities, tasks and projects) and authorized by the Manager.
PHYSICAL, MENTAL, AND ENVIRONMENTAL CONDITIONS
Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.

Responsibilities
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES
- Oversee updates to operational policies and procedures as necessary to fulfill client submitted change requests
- Document findings, that includes documentation of the process conducted, results of the analysis, and recommended course(s) of action and actionable project plans
- Oversee special projects for management as required
- Owns all client and internal requirements towards successful post implementation modification of system configurations, customizations, and changes around these requirements
- Ensure that implementation project requirements are aligned with the contractual requirements and that proper controls are exercised to ensure new scope items are scrutinized and accounted for correctly
- Ensures that the designs of any project specific enhancements utilize existing functionality or align as closely as possible to current system design
- Engages relevant functional and technical teams for design, development and testing activities around client requirements
- Acts as a primary client interface for design, development, and implementation activities of post implementation Change Requests
- Oversees updates to project deliverables including requirements documentation, change control artifacts, traceability matrices
- Assigns and monitors work of functional and technical personnel, and contractors
- Establishes operational objectives and work plans, and delegates assignments
- Works on issues, analyses situations or data
- A strong technical understanding of requirements methodologies, tools, frameworks, and best practices
- A strong background in process definition
- Minimum of 5 years of relevant experience with a corporate or business segment PMO within an organization of comparable size and complexity
- Minimum of 5 years of relevant experience in project delivery roles, preferably in business requirements gathering development roles
- Must have experience using SEQUEL
- Must have High-level Microsoft Suite experience (especially Excel)
- Must have great facilitation skills (customer facing and internal)
- Must have Technical and writing skills
- Effective communication and leadership skills.

CONDITIONS OF EMPLOYMENT

Salary : $50 - $70
