BlueForce, Inc. is seeking Subject Matter Experts to provide on-the-job training, coaching, and mentoring to national and international stakeholders to enhance their capacity to prevent, manage and resolve their own conflicts and support policies designed to bolster peace, security and regional stability. This position requires deployment to Sub-Saharan Africa.
Position shall include but is not limited to the following positions: Border Management and Security, Budgeting and Strategic Planning, Cease-Fire Monitoring/Verification Process, Civilian Harm Mitigation and Response, Counter-Insurgency, Counterterrorism, Cybersecurity, Development of Operational Combat Training Centers, Doctrine Development, Emergency Response Management, Evaluations and Assessment, Human Resource Management, Information Operations, Law Enforcement, Military Intelligence, Military Staff, Peacekeeping and Humanitarian Affairs/Aid, Security Sector Governance and Reform, Women Participation and Leadership in the Defense Sector, among others.

Duties and Responsibilities
- Provide on-the-job training, coaching, and mentoring and convey subject-matter expertise to either the Host Nation, Regional Organization, or International Organization personnel, working in one or more specialized disciplines.
- Assist members of the specified Host Nation/Regional or International Organization in accomplishing their objectives related to the specified specialized discipline.
- Work with teams of professionals involved in analyzing, designing, integrating, training, testing, documenting, implementing, and maintaining large complex systems.
- Consult with the U.S. Embassy country team to ensure relevancy on all current U.S. Government policy guidance concerning the Host Nation/Regional or International Organization.
- Coordinate with members of the U.S. interagency present at Post to ensure that all U.S. Government program activities related to the specialized discipline(s) are coordinated and support overall U.S. objectives.
- Make recommendations for sustainable improvement to the country team and Program Office.
- Accompany and travel with Host Nation, Regional or International Organization, and/or relevant State Department personnel to international conferences and coordination meetings related to specialized efforts in the Host Nation or Regional or International Organization, as requested by the Host Nation/Regional or International Organization, and approved by the COR.
- Submit a monthly progress report which will include a Performance Monitoring Framework and Work Plan.

Qualifications
Minimum Required Qualifications
Senior Mentor / Subject Matter Expert Level 1

Bachelor’s degree and at least ten (10) years of prior professional experience working in the relevant specialized discipline(s).
Senior Mentor / Subject Matter Expert Level 2
-
Master’s degree and at least six (6) years prior professional experience working in the relevant specialized discipline(s)
Advisory services may include the following areas of expertise: peacekeeping and humanitarian affairs, human rights/protection of civilians, women rights, law enforcement, national security, cybersecurity, counterterrorism, security reform, maritime security, border security, intelligence analysis, combat training, military justice, military intelligence, force development, military education, counterinsurgency, cease-fire monitoring.
Overall Minimum Qualifications
- Certifications will be required once contract is awarded.
- Experience living and working overseas.
- Fluent English language speaking and writing ability.
- Demonstrated knowledge with all relevant State and interagency guidance regarding U.S. objectives. At a minimum:
- National Security Strategy (NSS).
- Integrated Country Strategy (ICS).
- DoD’s Regional Combatant Command Theater Campaign Plan and Contingency Plans.
- DoD Country-level Plans.
- Foreign language requirements may apply once contract is awarded.
- Medical requirements may apply once contract is awarded.
- Citizenship requirements may apply once contract is awarded.
- Security clearance requirements may apply once contract is awarded.
