What are the responsibilities and job description for the Economic Development Specialist position at Bluegrass Area Development District?
The primary function of this job is to perform economic development; implementation, planning, marketing and research work to encourage and broaden the industrial and commercial economic base in the Bluegrass Region. This employee will assist with the attraction of new businesses and expansion of existing businesses, as well as create and maintain information resources and databases or prepare reports and analyses as needed to be presented to business and industry.
This position requires working with City and County governments to procure grant funding to assist economic development activities. Employees in this job function as professional specialists regarding economic or community development planning or specialty area, or as a specialist to an administrator or executive.
SPECIFIC ACTIVITIES INCLUDE
1. Represents the Bluegrass ADD, City and County governments of the region as a liaison in regional economic development, business, marketing, Chamber of Commerce, and related associations at meetings, conferences and trade shows.
2. Meets with business representatives and community officials to determine overall growth and development needs and goals; and to develop and support activities programs and plans
3. Presents oral and written reports to cities, counties, economic development authorities, planning commissions, economic development interest groups, and general public on topics such as state, federal and private economic and community development or workforce development programs.
4. Prepares information packets including economic, statistical, financial, population, growth, demographic, and other related information.
5. Assists potential new businesses in site analysis, including demographic, tax, fee, development, and related information.
6. Assists existing businesses with preparing marketing analysis, expansion cost analysis, financial incentive analysis.
7. Maintains proper training related to economic development activities and certifications related to grant writing and administration.
8. Meets with private sector, banking, and investment communities to explain, promote and facilitate the use of state and federal development finance programs.
9. May be required to act as administrator to regional economic development authorities; to formulate procedures, policies, and guidelines for assigned economics/community development programs.
SKILLS, KNOWLEDGE, AND ABILITIES
1. Principles, procedures, and strategies of economic and community development and analysis in a local and regional environment, planning and zoning.
2. Marketing and research methods, principles, and procedures.
3. Statistical and financial analyses and presentation.
4. Database development, maintenance and presentation.
5. Computer software and applications related to land use and economic planning and development procedures.
6. Read and interpret economic, marketing, statistical, and analytical documents, reports, research material and information related to blueprints, survey’s and maps.
7. Prepare oral, written and graphic reports, documents, brochures and pamphlets, maps, and related planning and economic development documentation.
8. Operate standard office equipment including personal computer using programs appropriate to economic development applications.
9. Communicate effectively and establish and maintain effective working relationships with public, developers, economic development groups, and other employees.
