OPPORTUNITY

National 501c4 nonprofit organization seeks qualified candidates for the position of Federal Policy Manager, Clean Vehicles in our Washington, D.C. office. This full-time, exempt position is represented by the United Steelworkers Local Union, 2022-22.

Responsibilities

The Federal Policy Manager, Clean Vehicles, will lead the development, coordination, and execution of BGA's legislative and policy initiatives that advance clean vehicle technologies while promoting domestic manufacturing, job growth, and equitable outcomes for workers and communities. Working closely with BGA's federal and state teams, as well as labor unions and environmental organizations, the Policy Manager will shape and implement BGA's policy, legislative, and regulatory agenda on clean vehicles, advanced transportation, and related industries, including manufacturing, technology, and labor. This role reports to the Vice President for Manufacturing & Industrial Policy.

Essential Duties Of This Role

  • Foster alignment among BGA partners around clean vehicles policy;
  • Support development of clean vehicles policy and legislation, as well as research and analysis to further that policy and legislation;
  • Represent BGA in the wider community of clean vehicles and transportation advocates, experts, policymakers, coalitions, companies and business associations;
  • Advance BGA priorities with members of Congress and federal agencies, conducting education and outreach to key officials and regulators at the national level;
  • Support BGA state staff on vehicles related polices at the state level;
  • Develop and review public messaging and materials, including letters, policy memos, technical comments, white papers, reports, presentations, press, online materials, and other materials as needed;
  • Provide regular communications and updates on BGA initiatives to staff and partner organizations; and
  • Other duties as required.

Skills And Qualifications

  • Policy & Advocacy Expertise: Minimum of 5 years of experience in policy advocacy, legislative organizing, or Congressional or Executive Branch policymaking, with at least 2 years specifically working on electric vehicle infrastructure, clean vehicle manufacturing, or clean vehicle adoption policy for various customer classes;
  • Labor Union Knowledge: Demonstrated understanding of, and commitment to, the labor movement and workers' rights;
  • Relationship Builder: Proven ability to manage coalitions, mobilize partners, and drive collective action;
  • Exceptional Communicator: Skilled in public speaking, lobbying, policy writing, and persuasive advocacy;
  • Solutions Oriented: Ability to reframe barriers as opportunities and apply creative thinking to identify solutions;
  • Commitment to Justice & Equity: Strong commitment to economic, racial and environmental justice;
  • Reliable Collaborator: Ability to work independently while collaborating with a diverse group of stakeholders;
  • Ability to travel: Based in the DMV area with the ability to work from our DC office two days a week and travel throughout the region regularly; and
  • A deep commitment to the mission of the BlueGreen Alliance.

Compensation

A compensation package including competitive salary with annual COLA increases and employer-funded benefits is available.

Salary

The salary range is $100,000 - $115,000 annually, exempt. BGA utilizes salary bands to ensure pay equity and transparency. Final salary within the salary range will be based on experience level and qualifications.
