Responsible for the day-to-day planning, coordination and updates for the Hospital Emergency Management Program and Emergency Operations Plan (EOP) including both internal and external event responses. Additionally, responsible to help plan, resource and execute all hospital-wide EOP training and exercise events in support of WVU Medicine’s overall disaster preparedness. Serve as a key member of the Emergency Preparedness Committee and provides project management and oversight for Emergency Preparedness tasks as assigned by the director. Serve as the Hospital representative to local, state and regional hospital preparedness and association committees as needed.

MINIMUM QUALIFICATIONS :

EDUCATION, CERTIFICATION, EXPERIENCE, AND/OR LICENSURE:

1. Bachelor’s degree in Emergency Management, Public Health, Public law, Law Enforcement or related field; OR High School Diploma or equivalent AND Four (4) years’ Emergency Management experience in a healthcare setting.

EXPERIENCE:

1. Three (3) years’ experience in an emergency management or disaster preparedness role.

PREFERRED QUALIFICATIONS :

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Bachelor’s Degree in Emergency Management, Public Health, Public law, Law Enforcement or related field.

EXPERIENCE:

1. Working knowledge of FEMA, SEMA CMS and Joint Commission standard compliance preferred.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. 1. Assists the director with writing, coordinating and organizing all Emergency Operations Plans (EOPs) and policies to ensure compliance with regulatory agencies and integration with the overall hospital plans and policies.

2. Prepares class materials, tracks attendance, and maintains training records for all EM training. Assist departments and clinics with training staff as needed to maintain EM proficiency.

3. Assists with all drills and exercises including tabletop, functional and full-scale drills in order to test hospital’s preparedness. Participates in a critique of each drill, records lessons learned, and develops improvement plans to address identified shortfalls.

4. Participates in environment of care rounds, site visits and fire drills with a multi-disciplinary team at WVU Medicine and off-site locations as assigned.

5. Ensures all activities and processes are in compliance with Joint Commission, CMS, NFPA, OSHA, and WVU Medicine Campus facilities and associated clinics and practices.

6. Educates and trains leadership and staff as required on the implementation of the Hospital Incident Command System (HICS).

7. Takes part in EM subcommittee groups as assigned and coordinates projects associated with various emergency management scenarios for external events (trauma, bio-terrorism, chemical, nuclear, infectious disease and natural disasters).

8. Participates in the Hospital Emergency Preparedness Committee and any related sub-committees; contributes ideas and assists the Director in the planning process. Proposes project plans and timelines for accomplishing outstanding tasks at the direction of the Director.

9. Collects, reviews and provides edit support to managers for departmental and clinic-level plans and ensure that the plans are comprehensive and cohesive.

10. Serves as the electronic emergency notification system administrator to assist employees with updates, password changes, distribution list maintenance and communication to employees as necessary.

11. Serves as the Primary trainer for the Hospital Decontamination Team.

12. Conducts periodic maintenance and checks on emergency preparedness equipment and supplies to ensure that they are available and in good working condition.

13.Promotes a strong organizational structure through which designated hospitals, EMS agencies, long term care centers and frontline providers in collaboration with WVU Medicine and public health partners can best mitigate, prepare, respond to, and recover from infectious disease threats.

14. In collaboration with WVU Medicine Infection and Prevention Containment Unit (IPCU) leadership, identifies, prioritizes and addresses planning and procedural issues critical to advancing readiness for infectious diseases.

15. Coordinates hazardous waste disposal practices and Tier ll reporting of chemicals. Maintains Safety Data Sheets

4. Employee must be able to meet the physical requirement to perform tasks while wearing appropriate personal protective equipment (PPE) including a powered air-purifying respirator (PARP).

1. The noise level in the work environment is usually quiet.

2. Normal daily work environment is generally in an office setting but can including all possible environments including all those listed in 1 above with little or no notice.

1. Strong interpersonal, leadership and consensus building skills.

2. Operational problem solving/ decision making skills and experience.

3. Demonstrated ability to multi-task with strong verbal and written communication, presentation, training and teaching skills. Strong ability to facilitate and organize large groups.

4. Demonstrated ability to work independently with little supervision and work equally as well as a member of a team.
